But the referendum was legal, will the communist go against the wishes of the Italian people who voted Yes. Depending on the nature of the Italian communists at the time if they think they can get away with it definitely. I know that later the Italian communists were largely cosntituntional in nature but not sure at this point. Also if Stalin was backing such an idea I suspect he could get at least a part of the party to take violent action then try and drag in the rest of the party and other socialists because of the fear of persecution/suppression of such groups. So it could turn out a much bigger Greece Civil War then.

If Stalin sees the Americans and British aiding the Italian government who is fighting the communists than that is a good way for him to let the Americans and British that while he can not directly aid the communists in Italy, he is able to aid and support the communists in Greece.

That is a long way to travel to the Adriatic Sea which the United States Navy and the Royal Navy can block off.
