On January 1 1919 US gets the following stuff with documentation
1. M4A3 Sherman - 100 examples with ammo
2. P-51D Mustang - 100 examples and 10 F-86 Sabre
3. proximity fuse
4. Tench class submarine - 10 vessels
5. 100 examples of numerous ww2 trucks
6. a working ENIAC computer
7. a working radar from 1945
8. 100 sets of working ww2 radios
How much does this boost US capabilities and how much does it leak out outside of US?

Technically this was only really Congress Poland and the three Baltic states as areas such as Finland, Belarus and Ukraine were technically independent but I suspect that you mean to include those as well as they would be under German control. Not sure if you include the region in the Caucasus which were to be transferred to the Ottoman empire.
Its going to cause widespread chaos and the Soviets will quickly reoccupy most of the territories. Possibly not Finland. However its going to be a huge blow to the USSR and the Warsaw Pact as much of Poland, along with the Baltic states, Ukraine and Belarus are now in their 1918 conditions. Which means very backward technologically, distinctly hostile to the USSR and all the facilities and military forces, which would include a lot of the Soviet 2nd and 3rd echelon units and their Black Sea fleet have been lost. There's no way the already struggling USSR is going to be in condition to do much to bring those territories up to 1988 standards. It could make the collapse of the Soviet empire occur a bit earlier but is also going to make things distinctly chaotic. Hopefully no one either at the time of the ISOT or when the empire falls goes nuclear.
One good side effect is that most of the area contaminated by the Chernobyl disaster including the reactor itself are now removed. However with such a large area now back in 1918 condition your probably going to see a lot of old illnesses and disease back again. Could well include cases of smallpox which we had just about wiped out. If we're really unlikely it could also very likely include the 1918 Flu virus which literally could be a killer for millions in 1988!  Not sure whether modern populations would have protection against it or not after the initial pandemic?
Once the dust settles, assuming no disasters your got a lot more Jews alive in this area as well as about a million WWI German troops along with many other groups that have to be relocated. Can see Israel seeking to get the former but what happens with the latter?

it is from July FIRST. The tsar and his family were killed on the seventeenth. Plus as it is the province as well, Alexandra's sister Ella and some other Romanovs comes too.
