That would work, Hawaii has a large naval and air presences and is remote.  Oahu alone boasts a lot of military bases. This is not counting the other islands. |

When I was writing a story about creating a safe-haven in Hawaii just like in World War Z, I realized the islands' isolation is also a curse as they are always dependent on the U.S. mainland for food. They have rice, pineapples, banana, livestock, and seafood but I'm not sure if that is enough to feed the already existing populations plus a few thousand refugees. Relating this to the 2020 COVID-19 Pandemic, no doubt sports and pop-culture is affected in this timeline. Athens 2004 is definitely cancelled and it appears Beijing 2008 and London 2012 will follow (in OTL, London won the bid in July 2005).
