Dawn of the Dead (2004) timeline - based on the fanfic "Biggest Fear"

  I can see why that caused panic as it causes so many problems.  Don't stay in private residences but no details as to where you should/can go.  What if you traveling or have some work, say medical or other important infrastructure work.  Modern society can't survive with everything shutting down for 12 hours a day.  Also saying you can't use phones or other devices.  People will not only want to keep in touch with friends and families both to reassure each other and in the shorter term simply to plan how their going to respond to this declaration.  People will want to be able to talk to others about where their going to take refuge for instance and totally isolating people without any chance of contact will cause a lot of unnecessary stress and uncertainty as well as anger in many places.
