That 1st would be bloody, especially if that applies to all the 13 colonies, including loyalists as well as rebels, although the latter were more organised and aggressive. Assuming of course they have the training and infrastructure to operate and maintain such weapons and ammo as well as producing new ones.
Assuming the rebels still win, which is probably likely you could see the French revolution delayed possibly for long enough to cause some other big butterflies. Also how much of a conquest spree would the victorious rebels go on? Canada, Louisiana, Mexico, the Caribbean etc?
With the latter option and again assuming the rebels have the training and infrastructure again they probably win independence pretty quickly. Which since they would own a lot of the oil probably means they maintain their independence as the rest of the world catches up but since it would be a clear change of internationally accepted borders could trigger more insurrections elsewhere, especially if some of the rebels expect a similar miracle.
In both cases of course the world's have a WTF moment of where all this comes from and why?

Well if that includes Russia up to the Urals and also by some measures Turkish Anatolia the world economy is going to take a huge hit and we have Hitler, Stalin and Mussolini along with numerous other nasties about about again.
Going to be interesting in terms of relations between Stalin's European USSR and Putin's 2020 Russian Siberia. The former has more population but the latter has nukes and far more advanced technology although could struggle to maintain a number of those capacities.
Not sure how the modern world would remove Hitler and possibly some other elements but I can't see him and his regime being tolerated. The Spanish civil war is ongoing but would the modern west decide to step in and stop Franco?
Would the ISOT include islands belonging to such powers, i.e. Sardinia, Sicily for Italy, Corsica for France, Crete etc for Greece, Greenland and the Faroe Islands for Denmark and possibly Malta and Cyprus? Or would some/all of those be still from 2020. Just realised Gibraltar is back in 1937 which might mean there's a chance of a British BB ending up as a memorial ship somewhere.
Going to be huge social and economic problems trying to combine the 'old' Europe with the modern world!

Guess the *Continental* may denote only continental i.e. not overseas areas.. If so NATO Turkey east of Bosporos and Dardanelles will be a quite a factor for Ataturk to wield! Also there'll be two bodies of Supranational Organizations - UN and LoN. Stalin may like to be party to a permanent seat at UN!
