A bit of a post hoc rationalisation of the simpler explanation of him wanting to one up Clancy and have all the baddies together in one fell swoop. Too bad current times have been a Tom Clancy novel.
If so where the hell's Jack Ryan when you need him!

A Tom Clancy novel would have the elements of pandemic, war and espionage, but would also have efficient, patriotic intelligence services, hyper-competent US militaries, British characters acting like 1940s caricatures, deus ex machina endings wrapping things up so the good guys win 100-0 in the end, the enemies are little more than caricatures and the political/cultural world stopped in the early 1990s.
Reality has no relationship with the late Tom Clancy's fantasy at all.
Jeff Head was not a prescient and thoughtful analyst of real life trends, but an example of a broken clock being right twice a day. Reading more into it than that is like trying to critically analyse a Twitter conversation in the same manner as Proust or Joyce.
Clancy would never allow a capable enemy force to intrude on the development of his fantasy worlds; Head went in the opposite direction, forcing himself into ludicrous sci-fi weapons to counter completely unrealistic bogeyman enemy forces.

Any novel with a rogue Russia, China, North Korea, or Iran. Seems to be the situation right now. He also had India as far as i know. I wonder where got the idea of India allying with China. India is also an archrival of China, just like Vietnam. Not only in terms of territory in Kashmir, Aksai Chin, and Ladakh, but also trying to dominate the Asian subcontinent and the Indian Ocean.

India is a member of Quad in OTL so somehow the Chinese expansionism is contained. For now. Unless we go the route of Call of Duty: Black Ops II where the The Strategic Defense Coalition tries to force India, Iran, and Russia in a Beijing-lead alliance. 2025 isn't far off now.
