Yes, exactly. There wasn't a perceived need for new heavy gunships at that time against that particular threat, So in the end, unless there is a TL where there is a need for more ships like the Alaska's there will be no need for them.

To get them in service, there needs to be a real German and Japanese heavy surface threat. That justifies them in the 1940s.
After the war, there needs to be a clear and present Soviet surface threat dialed right up. Sverdlovs CLs, Type 22 CAs and Kronstadt/Stalingrad BCs in decent numbers. They then need to be distributed to Asian, European and South American satellites.
But, to do that, you need WW2 to not end with a huge, active USN or nuclear weapons. In essence, you need a continuation of the 1930s without interruption.
Very, very difficult.
