Notice Minot on the list since Minot AFB hosts the United States Titan II ICBMs along with silos in the Midwest. I'm sure Russian or Chinese ICBMs took those out.

But for small, insignificant cities, that would have been Skynet's doing. For example, I don't see Russia or China nuking Nassau, Bahamas. Nassau is too small of significance to waste a nuke on.

Since you're Dutch, probably the nearer target would be the U.S. Army BeNeLux base. Amsterdam is gone and so would the government. The flood gates would also be destroyed and the Netherlands would become a swamp. At least the Netherlands still has the Netherlands Antilles as a remnant to relocate into.

That's what SkyNet intended. Let the U.S. do a "suicide by cop" using nuclear weapons so Russia and China will respond in kind. With the Russian and Chinese retaliation against the U.S., NATO activates Article 5. Britain and France fire their nuclear weapons at Russia. Israel fires their weapons at Arab capitals. India and Pakistan go up in smoke. I'm also guessing as China fires at the U.S., it also launches nukes on India and other U.S.-allied countries such as Japan, South Korea, the Philippines, Australia, New Zealand, and Singapore.

I could imagine leaders, commanders, and diplomats panicking trying to explain that the firing of nuclear missiles was because of an A.I. going rogue rather than an actual decapitation strike. Only for them to see nothing can be done as the missiles already started flying.

At the end of the day, it was a ruse meant by SkyNet so that humans would be so weak by the time the atomic dust settles so that the machines can exterminate the survivors.

Even if the President uses the hotline to call Moscow and Beijing, it's too late. My guess is that SkyNet did not cause the nukes to go off since the ICBMs have to be fired using a key turned by two people. Plus, bombers need to fly over their intended target so that the nuke could hit the city or military base. I'm thinking that SkyNet launched a fake Emergency Action Message across the USSTRATCOM's nuclear triad and also hijacked the NORAD radars to show that a false nuclear war was already occurring.

Judgement Day could not be stopped, it could only be delayed.

In that case, the virus makes all EAN/EAM of a nuclear launch looks so real that navy nukes, bomber pilots, and missilers think it's authentic. I remember in the end of the third film, John Connor picked up a message from a Montana civil defense force about confirmation of a launch just before the missiles in the Midwest flew upwards into the atmosphere.
