I'd expect the aliens to go down the route of the Mass Effect where the Batarians in kspence92 's First Contact War fanfiction: choosing landmarks or non-significant targets. The aliens here didn't bother to take out STRATCOM in Omaha, NORAD in Colorado, the Pentagon in Virginia, and the White House in D.C. during the initial salvo.

Here's the ORBAT for Operation Unified Protector or the NATO-led intervention in Libya. So by the time of Alien invasion in August 2011, these were the units taking part against the Gaddafi regime. I'm sure these would be redeployed to defend against alien attacks in Europe.

In my headcanon, the alien force attacking earth are basically a PMC equivalent that support a corporation that want water, real eastate,etc. etc. and so everything has been done on a very tight budget and with minimal recon because they though a bunch of savages can't really fight back

The AFP in 2011 is woefully underequipped. Manila falls and only meager resistance keeps the aliens at bay. Visayas and Mindanao would be thrown into panic.
