The mujahideen relied on continuous help frpm the outside world. The communists have an advantage of having stockpiles of ammo and control of large urban areas. We have 1985 Afghanistan in 44 BC. How does Afghanistan look like in 100 AD? All that 20th century knowledge stored in the books and minds of people is not going to disappear no matter what. No reloads and no logistics and no manufacturing to create and replace same. Knowledge does not equal capability.

The capacity is still much higher than in any place in any place in the world.
They know paper and printing press which maked dissemination of knowledge much easier.
They know modern agricultural techniques.
They know physics and some modern engineering. Which means that some smart guy may learn physics and build a simple steam engine.
Even if DRA falls to the warlords (which is not certain at all) thry are not going to burn all the books and kill all educated people. It didn't even happen under the Taliban

‘Otto Von Bismarck SI To Wilhelm II’.
This happens on July 30th, 1898, right as Bismarck breathes his last before waking up in his (former) boss’s body.

On Afghanistan back to 44BC.
a) I had missed the 1985 date and thought it was the present day. Apologies.
b) I was talking history. The Afghans were producing their own rifles centuries ago. Not particularly brilliant ones perhaps but functional. Think of the Third_Battle_of_Panipat for what they could do back in the 18thC. Here the DRA forces have significantly more knowledge which might take them a lot further. Their base for information even if it can't be widely used in the short term can be used by later generations.
On 1991 Amercias replace by 1491 - going to be total chaos with a lot of economic, political and other disruption. What's left of Russia is the military titan simply because it has such massive nuclear stockpiles and if its leader wants to throw its weight about very little could be done directly to stop it. Also without N American food supplies a lot of the world could be in deep trouble.
In terms of who settles it, just about anyone who can get there. Europeans could move in from the west and Chinese and Russians from the east. Possibly some Africans crossing the S Atlantic as well. Going to be one hell of a land grab I fear and the local inhabitants are going to suffer from disease and massive cultural shock.

Think of the [a rel="nofollow" href="http://redirect.viglink.com? Where were they getting their steels for gun barrels which they could not smelt and refine? Same place from where they got it for swords. Persia. Afghan artillery was made in what is now Pakistan.

On the start of ww1 North Korea of 1989 moves to 1914
Equipment is 3000 T-55/62, 150 MiG-21, tons of towed and self propelled artillery
Wiki is a pretty good source, most North Korean military equipment is pre 1989

North Korea of 1989 has tons of ammo and spare parts. The equipment only started degrading after 1991 when USSR fell and supplies stopped.

And where do they get the fuel? What is the evidence for this? North Korea had been preparing for war for several decades at that point. And the tech gap is enormous. A single division of 1989 can take on an entire 100,000 strong army of 1914 wnd win with minimal casualties. DPRK had likely the strongest artillery among all Soviet allies, good luck dealing with North Korean 170 mm self propelled howitzers with 1914 tech

It can be summed up as "lack of sustainment" and "lack of spare parts". And of course, there is no refined fuel back then. Guess what the DPRK also lacks?

'ATL Evolution PoDs'.
For example, how would life evolve if the KT extinction event never happened or lemurs developed into a sophont species, budding civilization and all?

miletus12Still a single regiment of 1989 KPA supported by a company of T-55s can totally whack a 1914 division. Note that there is oil in Manchuria which the Japanese missed by an inch in 1930s. DPRK might want to have it. They may also want to have the Japanese controlled hslf of Korea
