I just read from the Cold War in the Philippines Facebook group that the F-104 Starfighter and the A-10 Thunderbolt was actually offered to the PAF. Emphasis on the latter as had this pushed through, the Philippines would have been the second operator of the A-10.

Personally as cool as it sounds, there is no practicality for the A-10 in a PH setting. The enemy does not operate tanks or armored vehicles nor does the Philippines face threats from tanks coming from unfriendly nations. Not to mention A-10s are expensive to maintain. The A4 and the A7 (both which were offered but did not push through) would be more cost-efficient for close air support. Heck even the OV-10 Broncos, SF-160s, and S-211s performed well in Zamboanga in 2013 and Marawi in 2017.

Rather have the funds for the A-10 got to an F-16, F/A-18 Hornet, or Gripen.

Just wondering as to why the counter-insurgency aircraft deployed by the Philippine Army looks like it was made in the late stages of WWII and the early Korean War era. They are mostly Cold War-era. 1960s to 1970s. That's because CAS platforms are needed for COIN missions and anything like the A-10 would be overkill.

I can see your point, although it would depend on the country that has CAS aircraft. In the case of the superpowers, they would just use bombers.

The Kfir would no doubt be the primary fighter jet of the PAF from the 1990s to maybe until new jets arrive in the 2010s. The Gripen has been in the list of the PAF in 2009 but has never materialized. So the Kfir and F-5s could be in service until 2010, if we add the F/A-18 Hornet and F-16C Fighting Falcons to the list, then the PAF would have one of the strongest air forces in the region. The Kfir would be an interesting choice for the PAF it has reasonable legs for a single engine fighter, it could act as an excellent bridging fighter allowing the F - 8 & F 5 to be retired. It's multi role so you can still employ it in CAS / Light Attack & still have a capable Air Defence platform. It's downside is from a BVR perspective with it's weapons loadout, but considering the time this is less of an issue. Another option is the upgraded Belgian Mirage Vs that were placed into storage at the end of the Cold War, certainly available to be purchased for the right price by a stronger PAF. Although with either option PAF needs to acquire an air to air refueling capability. P - 3 Orion is a great choice for a MPA.

What kind of air to air transports would the PAF need in this case? As in air to air refuelling? The Kfir uses the probe / drogue rather then a boom, so you have a few options. I think the KC 130 would be a good fit as you would pair it with a general C 130 Hercules purchase providing the PAF with a solid medium lift capability. While you can make an argument to acquire a strategic lift capability with the C 17, the C 130 would suffice for most of the time. Also I would recommend the Hawk as the lead in fast jet trainer too.
