The closest thing Iran came to having a regime change was probably in 2009, during the anti-Ahmadenijad protests, though I can see a different scenario leading to a freer Iran. Although in retrospect, even TTL’s Philippines would not be a good candidate to host the World Cup, even after Tadiar is gone. At the very least, a reunited Korea could be a more, realistic choice. I will see what kind of scenario I can play with here that could result in Iran being taken over by moderates, though it might be Russia who might play a role in the democratization of Iran instead of the US.
EDIT: Changed the venue from Iran to Kazakhstan, though I could change it to Kazakhstan hosting the 2018 World Cup, and Mexico hosting the 2022 World Cup, and Spain hosting the 2014 World Cup.

I can't see Singapore doing it as while it might have the wealth it doesn't have the space. Possibly a joint Malaysia-Singapore bid, although have a feeling TheRomanSlayer, mentioned that FIFA wasn't going for any joint bid. Malaysia might have the wealth by this sort of time although whether it would have the interest and you might still see some terror threats. Its probably the best chance in the region in the current period assuming it develops economically as well as OTL.

OTL World Cup in Qatar next year has five venues from which they can host the matches. I think Malaysia hosting it would be doable, and a lot easier as well.

True, though Malaysia’s football team hasn’t done well historically. Just recently looked up at the Malaysia national football team, I don't think they would be a good host for the World Cup, simply because they only have two stadiums that would be approved by FIFA, although it might be possible for Malaysia to build more stadiums.
Also, one other factor in the possibility of Indonesia hosting the World Cup, despite its spotty human rights record, would be the West Papua insurgency. However, Indonesia being the host of the World Cup would indeed be a terrorist's greatest dream, so that might be a big negative. Thailand or Vietnam might also be a good host, the former being more possible. However, there is an intense rivalry between Thailand and Vietnam, going back from the various wars that they fought against each other, so don't be surprised if we get to see Vietnam or Thailand becoming the first SE Asian nation to qualify for TTL's World Cup, though given the updates involving football in the Philippines ITTL, we might also see them debut in a similar fashion to how North Korea fared at the OTL 2010 World Cup.

We did get a glimpse of how the Philippine Navy of TTL had machine gunned down the left wing activists and fed them to the sharks, so that might be a gruesome kind of thing that would not qualify for a meme. Then again, TTL’s Philippines has concentration camps for a reason.
