'Less Harsh Treaty of Versailles'.
Earlier WWII? With less restrictions Germany is stronger and given the denial of their defeat the revanchists are likely to push for 'revenge' sooner. Hopefully too soon and the fact the western powers are weaker mean they decide to make a stand earlier and still defeat any German militaristic revival without western Europe falling.
Could be a lot of other butterflies and also it depends on what bits of the treaty are more generous to Germany. I.e. territoriality, economically, less military restrictions or whatever?
Right, sorry. I suppose I wasn’t as specific as I could’ve been when specifying how TTL’s Treaty of Versailles compares to OTL’s. How about one that’s less stringent for post-war Germany in general, i.e. featuring all of the above examples you gave? If that’s still too unrealistic, then maybe we can pick and choose which elements of the treaty turn out less harsh than was true IOTL.

Alternatively possibly an earlier defeat for Germany and the provisional government survives in Russia and the US is less influential. The former would mean France feels a lot more secure with a friendly Russia as well as Britain to counter any German revanchism. A shorter war means less losses in both human and economic terms, so less need for reparations and a stronger French rebound while no 14 points would probably make for a balanced peace.

‘Technocratic United States’. And no, the fact that Silicon Valley exerts so much influence on modern life doesn’t quite count.
Maybe the Technocracy movement gains far more momentum during the Great Depression. But aside from scientists, engineers and technical professionals constituting the political class, I’m unsure how the country would look from then onwards. Economically speaking, perhaps America would adopt a form of “technocratic capitalism” instead of fully collectivist, top-down socialism.

It might depend on how the US collapses, assuming that the USSR goes as OTL. For instance if its comparable to the USSR collapse it would include sizeable areas becoming independent states, a fair amount of tension and in some cases conflict between groups, serious economic disruption [at the very least] and a collapse of its alliance structure [including but not just NATO] and power structure overseas.
Or it could be a lot more limited possibly with some sort of serious economic problems and abrupt reversal to isolationism. Although given how interconnected the US economy is with the rest of the world that would be difficult to see.
