Based on his record at least according to Wiki, and what cited historians seem to have said about him (though I know that it’s not necessarily a fully accurate source), Noske probably would’ve made a better National Socialist than Social Democrat. However, whether even the likes of him were murderous and hateful enough to aid in the Third Reich’s rampage throughout Europe—up to and including overseeing its ‘Final Solution’ to delusional conspiracy theories like the whole ‘Jewish Question’ shtick—I’m unsure of. So what would be his position then under Hitler.

So what would be his position then under Hitler. That's a good question. And one that, unfortunately, I can't guess as to the answer to.
Given his birth date, he'd be way too old to serve as a front-line soldier, which would probably consign him to an administrative or ministerial position in the civilian government of Nazi Germany. What TL-diverging ripples this would help initiate, I don't know either.

I'm aware, though I'm guessing that a clash between just Britain and Germany (even though alliances would probably come into play barring ASB intervention), likely to claim at least a few million lives as it is, would still fall quite far behind OTL World War One for sheer, continent-wide desecration and post-war hardship. Speaking of which, which ones would be most likely to go to war ITTL, and approximately when?

If a war occurs in the next decade or so then I would expect it to be a large coalition war as OTL as the alliances and fears that drove them would very likely still be in place. Unless someone has markedly superior leadership or possibly developed some sort of motorised war fare doctrine - which without OTL WWI seems unlikely - its likely to be long and bloody.
If a war is avoided for a decade or more then things could change depending on developments, chiefly in Russia, Austria-Hungary and Turkey as to how those autocratic states fare. If Russia doesn't stumble then its apparent growth and especially its demographic growth might prompt a changing of alliances as other powers, especially Britain become more concerned with Russia than Germany, although this would of course depend on how great a threat Germany appeared, both in terms of its navy and its intentions in Europe. Germany itself might see changes, either becoming even more dominant economically in Europe or seeing social tension as the general population and the aristocracy struggle for primary. Also of course what happens in Britain, France and possibly fringe powers such as the US and Japan. Basically there are so many variables a lot could happen.
However given continued national tension, perversions of Darwin's ideas and the relative shortness and lack of bloodshed of the previous cycle of wars - chiefly Bismarck's wars to unify Germany under Prussia - are likely to mean too many leaders and people are going to think of war as a relatively easy option and also something 'necessary'. As such I would expect some probably big conflict at some point.

That would depend heavily on the reasons why the US doesn't get as heavily involved. General US isolationism, no Israel being formed, delays in the vast oil resources being developed, a smaller Soviet threat and/or stronger Britain that the US is willing to have secure the region for them or whatever.
