The problem with downtime countries operating uptime warships is that they have no experience using the systems on those ships, nor do they have the infrastructure to support them. The technological gap from, say, a Tromp class cruiser and a Chambly class frigate is massive. If downtime navies want to learn about missile systems/advanced radar, then it would be easier and much cheaper to start with less advanced systems. Post WW2 and Korean War designs would be easier to work with (such as the British Rothesay and Salisbury class frigates) and would allow the downtime countries to develop their own systems much earlier than OTL. I could see Canada helping with this, but giving away brand new designs is unlikely.

Second, i can assume most of the Royal Canadian Navy is at the moment focus in the Atlantic but with future tensions with Japan that might shift as the German Navy is not much of a threat these days.

I wonder how it looks when a Canadian frigate with enough power to sink a BB crosses the Panama canal in 1941.

Wait, is a Halifax-class frigate as big as a light cruiser.

In the Netherlands we call our ships Frigates, even if they are classified by everybody else as a destroyer because the name Destroyer sounds not so nice these days in the halls of Dutch politics.
