All I wonder if the best bet for the next couple of years, which are unlikely to affect the current conflict but possibly some others in the near future - say Russia or Japan especially - would be Canada producing packs that can be added onto downtime kit. Both munitions and things like targeting, radar modules, especially for say protection against air attack, etc. Those are things that could probably be produced fairly cheaply and in decent numbers once designed and assembly lines set up.
Of course this would depend on how long uptime Canada is going to be closely allied to and supportive of the down-time western powers. Could see possibly future problems if such equipment was used in wars to maintain the down-time empires for instance or for clashes with other powers that Canada might not approve of. However it would be the best way of combining Canadian know-how with down-time manpower and force sizes and make the best used of existing down-time equipment, especially possibly warships and a/c.

And now explaining how the Royal Canadian Navy would adjust after the Shift in the immediate future...
With the more urgent construction projects pretty much underway by the end of 1941, two long term projects were initiated to allow the Navy to expand in size to prepare in case further threats from the direction of the Soviet Union and imperial Japan presented themselves to the Dominion. The first project would be a replacement class of hunter-killer submarines to take the place of the Victoria-class; while the four-boat British-built diesel submarines had performed superbly during the first couple of years in the "replay" of the Fifth Great European Free-for-All, the boats themselves were fast approaching thirty years of age and would need replacement as soon as possible. Given the Navy's desire to maintain the technological edge against its numerically-superior counterparts in Britain, France and the United States, any idea of using downtime-built submarines was scrapped. Fortunately, the Australian and Spanish naval attachés to National Defence Headquarters that had come back in time in the Shift had been happy to propose a solution: The Shortfin diesel-powered version of France's Barracuda-class nuclear attack submarines that would be built to replace the Collins-class submarines in service with the Royal Australian Navy back up-time, not to mention serve in the Royal Spanish Navy. Said class would be designated the Superior-class (or "Lake-class") submarines, with an initial order of ten such boats to be constructed with an additional option of six more to come if the requirement was seen as necessary. To be constructed at the three main reserve Fleet Maintenance Facilities tasked with shipbuilding when the chance came and previous orders were dealt with (FMF Niagara, FMF Thunder Bay and FMF Saint John), the Superior-class ships would be ready to take to the water by 1945 at the earliest.
The names selected for the first ten of the class would be HMC Submarines Superior, Ontario, Waayaahtanonki, Erie, Karegnondi, Bras d'Or, Moraine, Emerald, Manitoba, Louise, Waterton and Minnewanka. Here, names would have to be changed to accommodate the fact that the "proper" lake names are already in use or would be in use in a different class of vessel. HMCS/M Waayaahtanonki would be named after Lake Saint Clair, one of the minor elements of the Great Lakes; there was planned to be an HMCS Saint Clair (see below), so the Wea name for the lake was chosen (the name meaning "at the whirlpool"). HMCS/M Karegnondi is named after Lake Huron, the central of the Great Lakes; as the next HMCS Huron would be commissioned as an Iroquois-class destroyer, the Wyandot name (meaning "freshwater sea") was chosen instead. To provide commissioning crews and naval reserve augmentation divisions for the new submarines would be HMC Ships Griffon for Superior; Newcastle (the new naval reserve unit for Durham Region in Ontario) for Ontario; Hesse (the new naval reserve unit for Sarnia and Lambton County) for Waayaahtanonki; Prevost (the naval reserve unit for Middlesex, Elgin and Oxford Counties and the city of London in Ontario) for Erie; Clinton (the new naval reserve unit for Huron and Perth Counties and the city of Stratford in Ontario) for Karegnondi; Unama'kik for Bras d'Or; McKinney (the new naval reserve unit for the areas of Census Division #s 3 and 15 in Alberta) for Moraine, Louise, Waterton and Minnewanka; Fisherville (the new naval reserve unit for the regional districts of East Kootenay, Central Kootenay and Kootenay Boundary in British Columbia) for Emerald; and Reindeer (the new naval reserve unit for the areas of Census Division #s 17, 18, 19, 20 and 21 in Manitoba and the southeast part of the area of Census Division #18 in Saskatchewan) for Manitoba.
The proposed names for the follow-on flight of submarines would be HMC Submarines Sahtú (after Great Bear Lake in the Northwest Territories), Dehcho (after Great Slave Lake in the Northwest Territories), Adhapaskaw (after Lake Athabasca on the border between Alberta and Saskatchewan), Smallwood (after a reservoir in Labrador), Nettilling (after a lake on Baffin Island in Nunavut) and Caniapiscau (after a reservoir in central Québec).
To serve as the new bases for such a large glut of submarines, an old Canadian Forces base would be reactivated and a new base built. The reactivated base would be Canadian Forces Base Cornwallis in Nova Scotia (which had been operating as CFB Greenwood Detachment Cornwallis once the new Canadian Forces Leadership and Recruit School was activated there), serving as the base for the Atlantic division of the reborn First Canadian Submarine Squadron (CANSUBRON ONE), also to be designated as First Maritime Operations Group (MOG 1), who would be given the responsibility to watch over the North as best as possible until AIP or nuclear propulsion technology could be developed to allow penetration of the Arctic Ocean all the way to the North Pole. Serving as the base for the Pacific division of CANSUBRON ONE would be the newly-commissioned Canadian Forces Base Prince Rupert, which would be sighted on Digby Island across the bay from where the city of Prince Rupert was located. The squadron headquarters itself would be co-located with headquarters of the Royal Canadian Navy in Ottawa. To aid with shore administrative duties at the new bases, two new "stone frigates" would be commissioned to serve as the base operational staff in the same manner as the various RCAF wings served on their bases: HMC Ships De Mons (for CFB Cornwallis) and Hays (for CFB Prince Rupert). Naturally, the old "stone frigates" for CF Bases Halifax and Esquimalt, HMC Ships Stadacona and Naden respectively, were also recommissioned to serve as the base operational staffs for the Navy's main ports.
To augment the Navy's presence in the north, the Nanisivik Naval Base that was projected to be built on the shores of Admiralty Inlet on the western end of Baffin Island would be commissioned as a fully-active base, Canadian Forces Base Nanisivik; HMCS Perry would be the "stone frigate" serving as the base's operational and support unit. This base, as well as serving as the home port for future Canadian submarines detailed for Arctic patrol, would also serve as the home port for a new icebreaker force that would effectively help support the various communities of the northern territories as well as patrol against Soviet incursions into the Canadian Arctic waters; since said vessels will have to be armed, they would be commissioned into the Royal Canadian Navy in lieu of serving in the Canadian Coast Guard. Based on the Aiviq-class polar icebreakers that were designed for the Canadian Coast Guard by Davie in Lévis and Federal Fleet Services, the Sedna-class (or "Arctic Deities-class") of military icebreakers would be multi-mission ships that would be upgraded to Polar Class 2 (year-round operation in moderate multi-year ice conditions) and take in all the necessary defensive improvements that the Harry DeWolf-class of Arctic/offshore patrol vessels sorely lacked in the long term. Eight of these ships would be patrol icebreakers with secondary diving support capabilities to support the Fleet Diving Units at Halifax and Esquimalt plus the new FDUs being raised by the Naval Reserves: HMC Ships Sedna, A'akuluujjusi, Arnapkapfaaluk, Kadlu, Nujalik, Nuliajuk, Pinga and Qailertetang. Two would be research support icebreakers that would support Defence Research and Development Canada in studying the effects of how Canada from 2018 would interface with the wider world of the 1940s: HMC Ships Nootaikok and Qualupalik. Four ships would be cable-laying icebreakers who would be responsible for deploying Canada's version of the SOSUS (sound surveillance system) network for Canadian Forces Intelligence Command to help guard the approaches to the Dominion's shoreline from potential intrusion: HMC Ships Aumanil, Nanook, Tulugaak and Pukimna. Two ships would be dedicated hospital vessels and the only members of the Sedna-class to NOT be armed: HMC Hospital Ships Angakkuq and Arnakuagsak. And the last three vessels would be dedicated submarine support ships (as well as the only ones not named after Inuit deities); they would be named after famous Canadian submariners: HMC Ships Johnson, Forbes and Sherwood. Construction on HMCS Sedna would begin at Davie at Lévis as soon as possible, with FMF Niagara and FMF Thunder Bay joining in with the other ships as soon as the last of the Anticosti-class mine countermeasures vessels left the yards.
To compliment the commissioning of Angakkuq and Arnakuagsak, the Navy would also commission two dedicated hospital ships based on the Asterix-class concept, but built as mobile hospitals for the Canadian Forces Health Services Group: HMC Hospital Ships John McCrae and Norman Bethune, named after the author of the famous poem In Flanders Fields and the famous Communist doctor who died while serving in China respectively. A side class would be constructed as dedicated dry cargo ships, HMC Ships Tommy Douglas and Nellie McClung, named after the father of Canada's state-sponsored medicare system and the woman who pressed for universal suffrage in Canada respectively. All four vessels would be built by Davie with support from FMF Niagara and FMF Thunder Bay.
Along with the new submarines, a new class of corvettes would be built to eventually augment the Halifax-class frigates on both ocean and inshore escort/patrol duties. With the help of the Dutch and Indonesian naval attachés in Ottawa, the design of the various SIGMA (Ship Integrated Geometrical Modularity Approach) frigates and corvettes were dusted off and modified to fit the current reality of Canada being alone and the technological leader of the world. The first of this new construction would be called the Saguenay-class (or "River-class") helicopter corvettes. They would be laid down at Halifax Shipyards, Davie in Lévis and Seaspan in Vancouver as soon as the current glut of construction contracts was effectively completed; of course, FM Facilities Niagara, Thunder Bay and Saint John would join in on the construction when they had free drydock space to expedite completion. A total of twenty-four such ships would be built to the SIGMA 8313-class, to be primarily manned by the Naval Reserves in much the same manner as the Kingston-class and Anticosti-class mine warefare/patrol ships were to be manned post-war. The names selected would be HMC Ships Saguenay, Skeena, Assiniboine, Fraser, Restigouche, Saint-Laurent, Kootenay, Margaree, Gatineau, Qu'Appelle, Chaudière, Columbia, Annapolis, Niagara, Saint Clair, Saint Francis, Saint Croix, Terra Nova, Mackenzie, Nipigon, Richelieu, Thelon, Powinigow and Missinipi. The names were chosen to revive the names of various River-class and Town-class destroyers from World War Two IOTL as well as the Cold War "Cadillac" destroyer escorts that were Canada's first home-built and home-designed warship class. Joining those names would be four new river names, representing the Rivière Richelieu connecting Lake Champlain to the Saint Lawrence River in southwest Québec, the Thelon River in the Northwest Territories and Nunavut flowing into Hudson Bay, the Nelson River (using the native name to prevent confusion with the battleship HMS Nelson) connecting Lake Winnipeg to Hudson Bay, and the Churchill River (using the native name to prevent confusion with an HMS Churchill in case one is commissioned into the Royal Navy) connecting the lakes of north-central Saskatchewan and northern Manitoba with Hudson Bay.
Projected to come after the Saguenay-class would be the Gaspé-class (or "Bay-class") helicopter corvettes, based also on the SIGMA 8313-class design; both this class and the Saguenay-class would be heavily modified with additional fuel tanks to double their range to nearly 9,000 nautical miles for use on the Atlantic and Pacific and in the ice-free areas of the Arctic. To be manned in the same manner as the Saguenay-class, the Gaspé-class would revive the names of Bay-class minesweepers that served in World War Two IOTL (where they actually served more as ocean escorts) and during the Cold War (serving mostly as Naval Reserve training ships): HMC Ships Gaspé, Chaleur, Fundy, Comox, Cowichan, Ungava, Quinte, Miramichi, Fortune, James Bay, Thunder, Resolute, Chignecto, Georgian, Cobequid and Chedabucto.
Also, a potential replacement for the first two flights of Halifax-class frigates is now projected to come in the form of the Chambly-class (or "Victory-class") frigates, which would reprise the names of all Navy warships active in World War Two IOTL that either were sunk in action or sunk some enemy vessel during that conflict whose names have yet to be revived in previous classes of warships. With a projected total of thirty-six such vessels, the names to be applied to them would be HMC Ships Chambly, Moose Jaw, Wetaskiwin, Oakville, Morden, Chilliwack, Battleford, Napanee, Shediac, Prescott, Drumheller, Camrose, Waskesiu, Saint Catharines, Owen Sound, Swansea, Prince Rupert, Matane, Saint John, Saint Thomas, La Hulloise, Thetford Mines, Strathadam, New Glasgow, Port Arthur, Lévis, Weyburn, Alberni, Trentonian, Valleyfield, Chebogue, Magog, Esquimalt, Guysborough, Clayoquot and Louisbourg. The final design for this class would be the SIGMA 10514-class frigate (thanks to the Mexican Naval attaché in Ottawa, who had the designs), though modified to allow for much greater range and being fitted with the RIM-162 Evolved SeaSparrow Missile surface-to-air system and the RGM-84 Harpoon surface-to-surface missile. With the success of the NRAD concept being proven with the active fleet, it was decided that the Chambly-class would be manned in the same format as the Anticosti-class, Saguenay-class and Gaspé-class at first, with heavy Naval Reserve crews to allow full-time crews to rotate ashore for rest and recuperation.
As for the future...?

Before finally presenting the actual order of battle for the Royal Canadian Navy as it would stand with the new construction confirmed by Admiral Ron Lloyd and his staff at Ottawa, a final aside has to be made concerning how the Naval Reserve would support the expanding fleets on all three coasts. Once she was promoted, now-Rear Admiral Marta Mulkins in Ville de Québec would devise the Naval Reserve Augmentation Division (NRAD) concept; in French, such units would be called Division de Renforcement des Réserves Navales (DRRN). This would be an actual sub-unit of any Naval Reserve "stone frigate", with up to one hundred officers and sailors serving within said sub-unit, that would train specifically to serve on a specific warship of the active fleet. This would allow crews of the active warships to be cycled out and allowed to rest and recuperate ashore before returning to active duties; it would also allow crews of new ships to be trained and ready to deploy once the hull hits the water as well as replace lost crews as witness the case of HMCS Glace Bay in March of 1941; the crew of the new Glace Bay was ready to head to sea well before the replacement ship was built by FMF Niagara by the end of the following year. As for the active warships of the Navy, their assigned NRADs are as follows (with home base as well as the Naval Reserve unit assigned to provide the NRAD):

And now explaining how the Royal Canadian Navy would adjust after the Shift in the immediate future...
With the more urgent construction projects pretty much underway by the end of 1941, two long term projects were initiated to allow the Navy to expand in size to prepare in case further threats from the direction of the Soviet Union and imperial Japan presented themselves to the Dominion. The first project would be a replacement class of hunter-killer submarines to take the place of the Victoria-class; while the four-boat British-built diesel submarines had performed superbly during the first couple of years in the "replay" of the Fifth Great European Free-for-All, the boats themselves were fast approaching thirty years of age and would need replacement as soon as possible. Given the Navy's desire to maintain the technological edge against its numerically-superior counterparts in Britain, France and the United States, any idea of using downtime-built submarines was scrapped. Fortunately, the Australian and Spanish naval attachés to National Defence Headquarters that had come back in time in the Shift had been happy to propose a solution: The Shortfin diesel-powered version of France's Barracuda-class nuclear attack submarines that would be built to replace the Collins-class submarines in service with the Royal Australian Navy back up-time, not to mention serve in the Royal Spanish Navy. Said class would be designated the Superior-class (or "Lake-class") submarines, with an initial order of ten such boats to be constructed with an additional option of six more to come if the requirement was seen as necessary. To be constructed at the three main reserve Fleet Maintenance Facilities tasked with shipbuilding when the chance came and previous orders were dealt with (FMF Niagara, FMF Thunder Bay and FMF Saint John), the Superior-class ships would be ready to take to the water by 1945 at the earliest.
The names selected for the first ten of the class would be HMC Submarines Superior, Ontario, Waayaahtanonki, Erie, Karegnondi, Bras d'Or, Moraine, Emerald, Manitoba, Louise, Waterton and Minnewanka. Here, names would have to be changed to accommodate the fact that the "proper" lake names are already in use or would be in use in a different class of vessel. HMCS/M Waayaahtanonki would be named after Lake Saint Clair, one of the minor elements of the Great Lakes; there was planned to be an HMCS Saint Clair (see below), so the Wea name for the lake was chosen (the name meaning "at the whirlpool"). HMCS/M Karegnondi is named after Lake Huron, the central of the Great Lakes; as the next HMCS Huron would be commissioned as an Iroquois-class destroyer, the Wyandot name (meaning "freshwater sea") was chosen instead. To provide commissioning crews and naval reserve augmentation divisions for the new submarines would be HMC Ships Griffon for Superior; Newcastle (the new naval reserve unit for Durham Region in Ontario) for Ontario; Hesse (the new naval reserve unit for Sarnia and Lambton County) for Waayaahtanonki; Prevost (the naval reserve unit for Middlesex, Elgin and Oxford Counties and the city of London in Ontario) for Erie; Clinton (the new naval reserve unit for Huron and Perth Counties and the city of Stratford in Ontario) for Karegnondi; Unama'kik for Bras d'Or; McKinney (the new naval reserve unit for the areas of Census Division #s 3 and 15 in Alberta) for Moraine, Louise, Waterton and Minnewanka; Fisherville (the new naval reserve unit for the regional districts of East Kootenay, Central Kootenay and Kootenay Boundary in British Columbia) for Emerald; and Reindeer (the new naval reserve unit for the areas of Census Division #s 17, 18, 19, 20 and 21 in Manitoba and the southeast part of the area of Census Division #18 in Saskatchewan) for Manitoba.
The proposed names for the follow-on flight of submarines would be HMC Submarines Sahtú (after Great Bear Lake in the Northwest Territories), Dehcho (after Great Slave Lake in the Northwest Territories), Adhapaskaw (after Lake Athabasca on the border between Alberta and Saskatchewan), Smallwood (after a reservoir in Labrador), Nettilling (after a lake on Baffin Island in Nunavut) and Caniapiscau (after a reservoir in central Québec).
To serve as the new bases for such a large glut of submarines, an old Canadian Forces base would be reactivated and a new base built. The reactivated base would be Canadian Forces Base Cornwallis in Nova Scotia (which had been operating as CFB Greenwood Detachment Cornwallis once the new Canadian Forces Leadership and Recruit School was activated there), serving as the base for the Atlantic division of the reborn First Canadian Submarine Squadron (CANSUBRON ONE), also to be designated as First Maritime Operations Group (MAG 1), who would be given the responsibility to watch over the North as best as possible until AIP or nuclear propulsion technology could be developed to allow penetration of the Arctic Ocean all the way to the North Pole. Serving as the base for the Pacific division of CANSUBRON ONE would be the newly-commissioned Canadian Forces Base Prince Rupert, which would be sighted on Digby Island across the bay from where the city of Prince Rupert was located. The squadron headquarters itself would be co-located with headquarters of the Royal Canadian Navy in Ottawa. To aid with shore administrative duties at the new bases, two new "stone frigates" would be commissioned to serve as the base operational staff in the same manner as the various RCAF wings served on their bases: HMC Ships Grisle (for CFB Cornwallis) and Hays (for CFB Prince Rupert). Naturally, the old "stone frigates" for CF Bases Halifax and Esquimalt, HMC Ships Stadacona and Naden respectively, were also recommissioned to serve as the base operational staffs for the Navy's main ports.
To augment the Navy's presence in the north, the Nanisivik Naval Base that was projected to be built on the shores of Admiralty Inlet on the western end of Baffin Island would be commissioned as a fully-active base, Canadian Forces Base Nanisivik; HMCS Perry would be the "stone frigate" serving as the base's operational and support unit. This base, as well as serving as the home port for future Canadian submarines detailed for Arctic patrol, would also serve as the home port for a new icebreaker force that would effectively help support the various communities of the northern territories as well as patrol against Soviet incursions into the Canadian Arctic waters; since said vessels will have to be armed, they would be commissioned into the Royal Canadian Navy in lieu of serving in the Canadian Coast Guard. Based on the Aiviq-class polar icebreakers that were designed for the Canadian Coast Guard by Davie in Lévis and Federal Fleet Services, the Sedna-class (or "Arctic Deities-class") of military icebreakers would be multi-mission ships that would be upgraded to Polar Class 2 (year-round operation in moderate multi-year ice conditions) and take in all the necessary defensive improvements that the Harry DeWolf-class of Arctic/offshore patrol vessels sorely lacked in the long term. Eight of these ships would be patrol icebreakers with secondary diving support capabilities to support the Fleet Diving Units at Halifax and Esquimalt plus the new FDUs being raised by the Naval Reserves: HMC Ships Sedna, A'akuluujjusi, Arnapkapfaaluk, Kadlu, Nujalik, Nuliajuk, Pinga and Qailertetang. Two would be research support icebreakers that would support Defence Research and Development Canada in studying the effects of how Canada from 2018 would interface with the wider world of the 1940s: HMC Ships Nootaikok and Qualupalik. Four ships would be cable-laying icebreakers who would be responsible for deploying Canada's version of the SOSUS (sound surveillance system) network for Canadian Forces Intelligence Command to help guard the approaches to the Dominion's shoreline from potential intrusion: HMC Ships Aumanil, Nanook, Tulugaak and Pukimna. Two ships would be dedicated hospital vessels and the only members of the Sedna-class to NOT be armed: HMC Hospital Ships Angakkuq and Arnakuagsak. And the last three vessels would be dedicated submarine support ships (as well as the only ones not named after Inuit deities); they would be named after famous Canadian submariners: HMC Ships Johnson, Forbes and Sherwood. Construction on HMCS Sedna would begin at Davie at Lévis as soon as possible, with FMF Niagara and FMF Thunder Bay joining in with the other ships as soon as the last of the Anticosti-class mine countermeasures vessels left the yards.
To compliment the commissioning of Angakkuq and Arnakuagsak, the Navy would also commission two dedicated hospital ships based on the Asterix-class concept, but built as mobile hospitals for the Canadian Forces Health Services Group: HMC Hospital Ships John McCrae and Norman Bethune, named after the author of the famous poem In Flanders Fields and the famous Communist doctor who died while serving in China respectively. A side class would be constructed as dedicated dry cargo ships, HMC Ships Tommy Douglas and Nellie McClung, named after the father of Canada's state-sponsored medicare system and the woman who pressed for universal suffrage in Canada respectively. All four vessels would be built by Davie with support from FMF Niagara and FMF Thunder Bay.
Along with the new submarines, a new class of corvettes would be built to eventually augment the Halifax-class frigates on both ocean and inshore escort/patrol duties. With the help of the Dutch and Indonesian naval attachés in Ottawa, the design of the various SIGMA (Ship Integrated Geometrical Modularity Approach) frigates and corvettes were dusted off and modified to fit the current reality of Canada being alone and the technological leader of the world. The first of this new construction would be called the Saguenay-class (or "River-class") helicopter corvettes. They would be laid down at Halifax Shipyards, Davie in Lévis and Seaspan in Vancouver as soon as the current glut of construction contracts was effectively completed; of course, FM Facilities Niagara, Thunder Bay and Saint John would join in on the construction when they had free drydock space to expedite completion. A total of twenty-four such ships would be built to the SIGMA 8313-class, to be primarily manned by the Naval Reserves in much the same manner as the Kingston-class and Anticosti-class mine warefare/patrol ships were to be manned post-war. The names selected would be HMC Ships Saguenay, Skeena, Assiniboine, Fraser, Restigouche, Saint-Laurent, Kootenay, Margaree, Gatineau, Qu'Appelle, Chaudière, Columbia, Annapolis, Niagara, Saint Clair, Saint Francis, Saint Croix, Terra Nova, Mackenzie, Nipigon, Richelieu, Thelon, Powinigow and Missinipi. The names were chosen to revive the names of various River-class and Town-class destroyers from World War Two IOTL as well as the Cold War "Cadillac" destroyer escorts that were Canada's first home-built and home-designed warship class. Joining those names would be four new river names, representing the Rivière Richelieu connecting Lake Champlain to the Saint Lawrence River in southwest Québec, the Thelon River in the Northwest Territories and Nunavut flowing into Hudson Bay, the Nelson River (using the native name to prevent confusion with the battleship HMS Nelson) connecting Lake Winnipeg to Hudson Bay, and the Churchill River (using the native name to prevent confusion with an HMS Churchill in case one is commissioned into the Royal Navy) connecting the lakes of north-central Saskatchewan and northern Manitoba with Hudson Bay.
Projected to come after the Saguenay-class would be the Gaspé-class (or "Bay-class") helicopter corvettes, based also on the SIGMA 8313-class design; both this class and the Saguenay-class would be heavily modified with additional fuel tanks to double their range to nearly 9,000 nautical miles for use on the Atlantic and Pacific and in the ice-free areas of the Arctic. To be manned in the same manner as the Saguenay-class, the Gaspé-class would revive the names of Bay-class minesweepers that served in World War Two IOTL (where they actually served more as ocean escorts) and during the Cold War (serving mostly as Naval Reserve training ships): HMC Ships Gaspé, Chaleur, Fundy, Comox, Cowichan, Ungava, Quinte, Miramichi, Fortune, James Bay, Thunder, Resolute, Chignecto, Georgian, Cobequid and Chedabucto.
Also, a potential replacement for the first two flights of Halifax-class frigates is now projected to come in the form of the Chambly-class (or "Victory-class") frigates, which would reprise the names of all Navy warships active in World War Two IOTL that either were sunk in action or sunk some enemy vessel during that conflict whose names have yet to be revived in previous classes of warships. With a projected total of thirty-six such vessels, the names to be applied to them would be HMC Ships Chambly, Moose Jaw, Wetaskiwin, Oakville, Morden, Chilliwack, Battleford, Napanee, Shediac, Prescott, Drumheller, Camrose, Waskesiu, Saint Catharines, Owen Sound, Swansea, Prince Rupert, Matane, Saint John, Saint Thomas, La Hulloise, Thetford Mines, Strathadam, New Glasgow, Port Arthur, Lévis, Weyburn, Alberni, Trentonian, Valleyfield, Chebogue, Magog, Esquimalt, Guysborough, Clayoquot and Louisbourg. Of course, as to what design these ships would be built on would have to be decided by Navy commanders before orders would be made, though they would be manned in the same format as the Anticosti-class, Saguenay-class and Gaspé-class at first, with heavy Naval Reserve crews brought up via the naval reserve augmentation division concept (more of which will be explained below).
As for the future...?

Before finally presenting the actual order of battle for the Royal Canadian Navy as it would stand with the new construction confirmed by Admiral Ron Lloyd and his staff at Ottawa, a final aside has to be made concerning how the Naval Reserve would support the expanding fleets on all three coasts. Once she was promoted, now-Rear Admiral Marta Mulkins in Ville de Québec would devise the Naval Reserve Augmentation Division (NRAD) concept; in French, such units would be called Division de Renforcement des Réserves Navales (DRRN). This would be an actual sub-unit of any Naval Reserve "stone frigate", with up to one hundred officers and sailors serving within said sub-unit, that would train specifically to serve on a specific warship of the active fleet. This would allow crews of the active warships to be cycled out and allowed to rest and recuperate ashore before returning to active duties; it would also allow crews of new ships to be trained and ready to deploy once the hull hits the water as well as replace lost crews as witness the case of HMCS Glace Bay in March of 1941; the crew of the new Glace Bay was ready to head to sea well before the replacement ship was built by FMF Niagara by the end of the following year. As for the active warships of the Navy, their assigned NRADs are as follows (with home base as well as the Naval Reserve unit assigned to provide the NRAD):

Only thinking that some of those names sound rather long jaw-breakers and wonder if English or French speakers might find them difficult to pronounce and possibly cause some confusion?
b) Especially with the northern/Arctic facilities I hope they're allowing for the fact it will be somewhat chillier than their used to without ~80 years of global warming.

1) Yes, they have. The Tribal-class destroyers of 1937 had eight Canadian ships in the class: Iroquois, Huron, Haida, Athabaskan (first and second), Micmac, Nootka and Cayuga. Algonquin and Sioux were V-class destroyers (ex-HM Ships Valentine and Vixen respectively) transferred to the RCN after World War Two IOTL. As for the pronunciation issue, it could be a problem, but from what I understand of Inuktitut phonics, the double vowels "aa", "ii" and "uu" are pronounced the same as the long "a", "i" and "u" in English, so it would be easy to comprehend with practice. 2) Yes, this is going to be an issue, but given that there are over a hundred thousand people in the northern territories, the need to get facilities up there and ships to support same would be paramount. "It'll be like the old days!" would be what the old timers who sailed in the days before global warming became a huge issue would say.

Quick update: The final design for the Chambly-class frigates has been chosen in the SIGMA 10514-class frigate, modified to carry ESSM and Harpoons and with roughly 150% more endurance over their Mexican Navy counterparts up-time. The second RCN organizational note has been updated.
The RCN headquarters staff and headquarters unit ORBATs will come later today, followed by Maritime Forces Atlantic/Canadian Atlantic Fleet.

In reflection of how wing formations and headquarters squadrons were set up in the RCAF, the RCN elected to have their headquarters units become stone frigate "flagships", formally commissioned as His Majesty's Canadian Ships even if they were actually based in a series of buildings ashore. HMCS Bytown was the shore establishment created for the headquarters of the pre-Unification RCN in Ottawa; the unit was commissioned during World War Two IOTL and would remain in commission until it was decommissioned on the unification of the service headquarters staffs in the mid-1960s. The ship's name is derived from the original name of Ottawa, so chosen to honour LCol John By of the Royal Engineers, who surveyed the route of the Rideau Canal connecting Lake Ontario with the Ottawa River in the 1820s; Bytown would be established in 1826 and incorporated as Ottawa in 1855. All that would remain of Bytown post-Unification until the Shift was the officer's mess, located on Lisgar Street in downtown Ottawa across the Rideau Canal from the old National Defence Headquarters complex on Colonel By Drive. Of course, the new version of Bytown would be set up at the Carling Campus taken over by the Canadian Forces just before the Shift, located at the intersection of Carling Avenue and Moody Drive west of downtown Ottawa; such would be located close to the Connaught Rifle Ranges at Shirleys Bay. The NRAD for Bytown would be established at the new Shirleys Bay Naval Arsenal at the Connaught Ranges, where a detachment of HMCS Carleton is located. Bytown herself would serve the same purpose as HMS Victory does for the Royal Navy; all RCN personnel who are not assigned to another ship or shore base will be seen as assigned to Bytown.

HMCS Venture would be effectively recommissioned from the Naval Officers Training Centre, which was the post-Unification name of the fourth HMCS Venture, which had been in commission from 1954-68; the first Venture was a training sloop that served during the Great War at Halifax, the second a purpose-built training schooner which served at Halifax from 1937-43 until she was decommissioned and the third an American-built steam yacht that served from 1943-46. The present Venture was commissioned as the basic naval officer's training unit for the RCN and served as same until just before the Shift; her personnel were responsible for all Naval Warfare Officer (formerly Maritime Surface and Sub-Surface Officer) basic training, plus also navigational training as well as the Naval Environmental Training Program for all non-operational officers in the RCN (Marine Systems Engineering Officers, Naval Combat Systems Engineering Officers and Logistics Officers). Just before the Shift, all RCN in-house training establishments were shifted into a single group. After the Shift, it was decided to make Venture the flagship of the Naval Personnel and Training Group, while the various schools subordinated to her would take over her old naval officer training tasks. Venture would be based at the Work Point Barracks (former home of the 3rd Battalion of the Princess Patricia's Canadian Light Infantry), which would be united with other parts of CFB Esquimalt under the new "Naden Barracks" designation. Venture's naval reserve augmentation division would hail from NCSM Frontenac in Ville de Québec, the newly-commissioned flagship of the Naval Reserves.

HMCS Grisle would be the third of name. The first Grisle was a former American yacht commissioned into the RCN from 1915-22 based out of Halifax. The second was the former Balao-class submarine USS Burrfish, which was loaned to the RCN from 1961-69 as a training ship in preparation for the commissioning of Canada's first submarines since the Great War. The new Grisle would be commissioned at the former base at Cornwallis Park in Nova Scotia's Annapolis County to serve as the main training unit for Canada's submariners. This would be necessary due to the fact that a lot of RCN submarine training before the Shift was done in the United Kingdom or the Netherlands, especially when it came to the "Perisher" course for prospective submarine captains. Grisle would take over all submarine training, from basic to operations and engineering to actual command courses; veterans of the RN's and KM's "Perisher" courses would be the "teachers" for the RCN's equivalent courses, especially now that the Superior-class attack submarines would be on their way soon to reinforce the Victoria-class. The NRAD assigned to Grisle would come from HMCS Hunter in Windsor, which would serve as the Naval Reserve "home port" for HMCS/M Windsor.

HMCS Niobe would be the second of name; the first Niobe was the Diadem-class protected cruiser which was the first commissioned ship in the Royal Canadian Navy, based at Halifax from 1910-15 until her decommissioning. The second Niobe would be given the responsibility of serving as the flagship of two schools and one training schooner. The Naval Personnel and Training Centre Atlantic would be responsible for engineering, damage control, command and leadership training as well as professional development curriculum and courseware development. The Naval Fleet School Atlantic will deliver individual and career courses to help train new sailors; it would also coordinate all training with the Naval Reserve units from Québec east. NCSM Quiscale would be a newly-constructed sail training ketch built at the reactivated Smith & Rhuland shipyard at Lunenburg (birthplace of the famous SV Bluenose), built to the same specifications as her older sister HMCS Oriole. The naval reserve augmentation division for Niobe would come from HMCS Sainte-Marie's Bradford division at the southern end of Simcoe County in Ontario; Sainte-Marie is the host ship for the Canadian Forces Naval Fleet School at CFB Borden. The NRADs for the Naval Personnel and Training Centre and the Naval Fleet School assigned to Niobe would come from NCSM Frontenac in Ville de Québec; that particular unit is the host ship for l'École Navale de la Flotte des Forces Canadiennes Québec. All personnel at both schools are seen administratively as part of Niobe's ship's company.

HMCS Rainbow is the third of name. The first Rainbow was an Apollo-class protected cruiser that was the second vessel commissioned into the RCN, based at Esquimalt from 1910-20. The second Rainbow was the former USS Argonaut, which was loaned over from the USN to the RCN from 1968-74, serving as the second training submarine until the Canadian Oberon-class submarines were finally built and commissioned. The third Rainbow would serve as the "flagship" for the Pacific wing of the Naval Personnel and Training Group; effectively, the Naval Personnel and Training Centre Pacific and the Naval Fleet School Pacific would be the mirrors of their counterpart units in the Atlantic Fleet under HMCS Niobe. Serving as training ketch for Rainbow would be the oldest commissioned ship in the RCN. HMCS Oriole was originally the flagship of the Royal Canadian Yacht Club in Toronto, chartered by the Navy for training purposes in World War Two and again from 1951-52 until she was formally commissioned into the Navy, serving at HMCS Venture/NOTC Venture since that time. Also attached to Rainbow would be the eight Orca-class patrol training craft that were originally assigned to NOTC Venture before the Shift. Said ships would be equipped with machine guns and formally commissioned into the Royal Canadian Navy; beforehand, they were simply rated as "Patrol Training Craft". Of course, NRADs would be assigned to the Orca-class vessels to allow crew rotations; Orca would be paired with Malahat, Dotson'Sa (renamed from Raven to allow the name to be used by the Canadian Forces Intelligence Command's fleet reconnaissance unit for the Pacific region) with Tecumseh, Qalipu (renamed from Caribou to allow the name to be used by the Naval Reserve unit at Corner Brook in Newfoundland) with Nonsuch, Renard with Donnacona, Wolf with Griffon, Grizzly with Sombak'è, Cougar with Carleton and Moose with Chippawa. With the Orca-class not being able to do much in case of an attack by imperial Japanese forces, talk of getting larger training ships that could double as auxiliary patrol craft in times of warfare; with the introduction of the SIGMA designs into the Navy for the Saguenay-class, Gaspé-class and Chambly-class vessels, the SIGMA 9113-class corvette design (as used by the Indonesian Navy up-time) is seen as the best candidate for same even if construction is still several years off.

The dedicated training schools for the mass number of Naval Reserve personnel joining the RCN would be handled by the established Naval Fleet School at Ville de Québec (co-located with the commander of the Naval Reserves), a re-formed Naval Reserve Training Division at CFB Borden (which would be promoted to an actual naval fleet school) and a newly-established naval fleet school in the city of Delta in Metropolitan Vancouver bordering the state of Washington. Replicating all non-commissioned training done at the Naval Fleet Schools assigned to HMC Ships Niobe and Rainbow, the Canadian Forces Naval Fleet Schools at Québec, Borden and Delta would divide the nation into three recruiting sectors: ÉNFFC Québec would cover Québec and the Atlantic provinces, CFNFS Borden would cover Ontario and Nunavut and CFNFS Delta would cover British Columbia, the Prairie provinces, the Yukon and the Northwest Territories. Acting as host ships for the three schools would be NCSM Frontenac for ÉNFFC(Q), HMCS Sainte-Marie for CFNFS(B) and HMCS Delta for CFNFS(D).

HMCS Nanoose would be effectively the third ship of the name. The first ship was originally HMCS Nootka, a Fundy-class minesweeper which had to give up her name to a Tribal-class destroyer in 1943 during World War Two IOTL, serving as such until 1946, when she was decommissioned and sold to a commercial user. The second Nanoose (in actuality, HMCS Nanoose Bay) was the pre-Unification name of the Canadian Forces Maritime Experimental and Test Ranges, the place where all maritime sonar testing and testing for weapons such as torpedoes was carried out. CFMETR was an element of the formation controlled by the Assistant Defence Minister (Materiel), also known as the Materiel Group. After the Shift, HMCS Nanoose was recommissioned as the flagship of all Naval personnel directly assigned to the Materiel Group, with CFMETR and the Naval Engineering Test Establishment at the Longue-Pointe Garrison in Montréal answering to the commodore in command of the formation. The Maritime Experimental and Test Ranges would continue in its mission and also gladly welcome United States Navy personnel to the Whiskey Golf test ranges off Nanoose Bay on the east coast of Vancouver Island to trial their own new equipment; this would guarantee that issues concerning the Mark 14 torpedo would be corrected long before a potential Pacific war against imperial Japan would begin. The Naval Engineering Test Establishment principal naval test and evaluation centre tasked to ensure all new equipment to be fitted into warships is in working order before they leave the builder's yards and are commissioned into the Navy. As with the Naval Personnel and Training Group, all personnel of the Naval Materiel Command Forces would be seen as members of Nanoose's ship's company. The naval reserve augmentation divisions would come from HMCS Bastion (for Nanoose and CFMETR) and NCSM Donnacona (for NETE).

HMCS Kwipek is the first of name; the name originates from the Mi'kmaq name for the Bedford region of what today is the City of Halifax. Kwipek would be assigned as the host ship for all Naval personnel assigned to the Canadian Joint Operations Command's Materiel Support Group responsible for all supply and ammunition requirements to the Forces as a whole. Kwipek (which would be operationally subordinate to HMCS Nanoose) would be given the task of coordinating the Navy's supply chain, taking direct charge of the Canadian Forces Ammunition Depots at Bedford (on the east side of Bedford Basin northwest of Dartmouth in Nova Scotia) and Rocky Point (at the very southern point of Vancouver Island in the District of Metchosin southwest of CFB Esquimalt). Kwipek would also help establish new detachments to CFAD Bedford and CFAD Rocky Point at Port Royal in Nova Scotia (across Annapolis Basin from CFB Cornwallis) and Beatty Point (up in the northern reaches of Prince Rupert Harbour some distance from CFB Prince Rupert) to serve the units of First Canadian Submarine Squadron/First Maritime Operations Group. Kwipek would also provide administrative support of Naval supply personnel assigned to 7 Canadian Forces Supply Depot at CFB Edmonton, 25 Canadian Forces Supply Depot at BFC Montréal/Longue-Pointe and the Canadian Forces Ammunition Depot Dundurn near Saskatoon in Saskatchewan; the unit would also coordinate all supply requests from 7 CFSD and 25e DAFC, plus ammunition requests from CFAD Dundurn. Once they are built, the dry cargo/ammunition transports HMC Ships Tommy Douglas and Nellie McClung would be subordinate to Kwipek. Providing naval reserve augmentation divisions to Kwipek and its subordinate units would be HMC Ships Scotian (for Kwipek and CFAD Bedford), Malahat (for CFAD Rocky Point), Nonsuch (for the naval staff at 7 CFSD), Donnacona (for the naval staff at 25e DAFC) and Unicorn (for the naval staff at CFAD Dundurn). Assigned to provide the pre-commissioning crews for Douglas and McClung would be HMC Ships Palliser and Lord Elgin; the two naval reserve units were chosen as they were the closest RCN units to where Premier Douglas lived after his family moved to Saskatchewan and where Ms. McClung was born. Once both ships are constructed and commissioned, Douglas would be based at CFB Prince Rupert while McClung would be quartered in the summer months at the fleet maintenance facility on Île Sainte-Hélène in the Saint Lawrence River between Montréal and Longueuil (a subordinate unit of NCSM Donnacona) while spending winter months at CFB Cornwallis.

HMCS Quest is technically the second of name. The first Quest, however, was never one of Her Majesty's Canadian Ships; the vessel was commissioned as a Canadian Forces auxiliary vessel in 1969 and would serve until 2016 when she was disposed of. The new Quest would take operational and administrative charge of all Naval personnel assigned to Defence Research and Development Canada, the Ministry of National Defence's in-house scientific and technological research group and Canada's rough equivalent of the Americans' DARPA (Defense Advanced Research Projects Agency) founded during the Cold War. Directly subordinate to Quest would be the Atlantic Research Centre of DRDC, located just north of the A. Murray MacKay Bridge on the Dartmouth side of the Narrows connecting Halifax Harbour with Bedford Basin. The ARC is responsible for research and development activities related to the maritime defence and security domains, but also branches out into the land and air realms when required. Along with the ARC, Quest would also provide administrative support to the other elements of DRDC located across the nation. The Centre for Operational Research and Analysis in Ottawa provides scientific rigour to decision support and option analysis to the Department of National Defence, the Canadian Armed Forces and Canadian security partners; it will definitely be of help to the British and Allied armed forces as relations between the CF and their allies improve. The Centre for Security Science at NDHQ in Ottawa operates in partnership with Public Safety Canada; it conducts research and development activities in the field of public safety and security science and technology as well as related testing and assessment activities. The Director General Military Personnel Research and Analysis at NDHQ responds to the research needs of both the Assistant Deputy Minister (Science and Technology) and the Chief of Military Personnel within the Department of National Defence; the Centre conducts strategic and operational research in the areas of personnel generation, personnel and family support and operational and organizational dynamics. The Ottawa Research Centre at the Connaught Ranges near NDHQ is responsible for all technological development concerning space systems, cyber operations, communications/signals warfare, ISR applications, radar sensing exploitation & electronic warfare, radiological/nuclear defence and navigation warfare. The Suffield Research Centre at CFB Suffield near Medicine Hat in southeast Alberta is the main research unit for chemical and biological defence and has research programs in blast, casualty management and autonomous systems. The Centre de Recherches de Valcartier at BFC Valcartier outside Ville de Québec nominally supports the Canadian Army in the realms of vehicle and personnel protection systems, weapon systems, C2I (command, control and intelligence) systems, cyber security, spectral and geospatial exploitation, tactical surveillance and reconnaissance and electro-optic warfare; this sort of thing would concern the Naval Special Forces to be introduced below. And once they are built and commissioned, HMC Ships Nootaikok and Qualupalik would provide all-weather afloat research platforms for the use of all elements of DRDC; the two research icebreakers would be subordinate ships to Quest. Providing the naval reserve augmentation to Quest and her subordinate units would be HMC Ships Scotian (for Quest and the Atlantic Research Centre), Carleton (for all the Ottawa-based elements of DRDC), Cypress (for the Suffield Research Centre), Montcalm (for the Valcartier Research Centre) and York (for the Toronto Research Centre). Tasked to provide the pre-commissioning crews for Nootaikok and Qualupalik would be Montcalm and Cypress respectively.

HMCS Wright would be first of name. She would be commissioned as the home unit for the Navy's contribution to the Canadian Special Operations Forces Command. Wright would directly take charge of the expanded Maritime Tactical Operations Group, which was first created just before the Shift to handle high-risk maritime interdiction missions such as boarding hostile warships. Once the Shift revealed the nature of what was about to confront Canada in the "replay" of the Second World War, the MOTG was expanded to three regiments in size, each assigned to cover the three main regions of Canada; MTOR 1 would cover Québec and the Atlantic provinces, MTOR 2 would cover Ontario and Nunavut and MTOR 3 would cover British Columbia, the Prairie provinces, the Yukon and the Northwest Territories. Reserve elements of the three regiments would be drafted at the same locations the naval reserve augmentation and pre-commissioning divisions for the Iroquois-class destroyers would be stood up; it would be decided by CANSOFCOM to have dedicated teams assigned to each destroyer. To provide balance between the three regiments, several of the MTOGs raised in Ontario would be assigned to MTOR 1 and MTOR 3. Basic training for the future destroyer-based MTOGs would be done at the same naval reserve units creating the pre-commissioning crews for HMCS Iroquois and her sisters; advanced training would be done by the training groups assigned to each regiment.

Quick update: The final design for the Chambly-class frigates has been chosen in the SIGMA 10514-class frigate, modified to carry ESSM and Harpoons and with roughly 150% more endurance over their Mexican Navy counterparts up-time. The second RCN organizational note has been updated. The RCN headquarters staff and headquarters unit ORBATs will come later today, followed by Maritime Forces Atlantic/Canadian Atlantic Fleet. Well at least the Canadians do not have to pay license rights to the Netherlands based Damen Group as that company does not yet exist in its current form, i wonder if that is the case with more things.

Personally, I'd think the government in Ottawa would consult the Netherlands' government in exile concerning using the SIGMA designs for the RCN. The Damen Group was established in 1927 as a shipyard. I'd believe some sort of reciprocal agreement to augment the Koninklijke Marine technologically would be pursued as a result.

Personally, I'd think the government in Ottawa would consult the Netherlands' government in exile concerning using the SIGMA designs for the RCN. The Damen Group was established in 1927 as a shipyard. I'd believe some sort of reciprocal agreement to augment the Koninklijke Marine technologically would be pursued as a result. Maybe do a technology to hardware deal where Canada will get the rights to use plans held by 2019 companies ore countries in return for supplying hardware to those countries, i could imagine the Canadian Chambly-class frigates could be mass produced like the Flower-class corvettes. Sounds like a good idea. Of course, redrobin65 would have to decide how it'll play out in the storyline.
