The military stat is for 1960; it seems large, but is broadly equivalent to the Korean War force peak.
The USA in 1960 had 88.5% White (3.2% Hispanic), 10.5% Black, 0.3% Indian and 0.5% Asian, so Dark Earth is only a little bit different.
Regarding the draft, it is higher and that will have a lot of social consequences; draft dodging and deferments are less common.
I don't have the raw numbers on the yearly total of men reaching military age from the historical USA in the 50s and 60s, but have done some extrapolation based on the numbers and trends I have found.
The following is a little historical list of yearly call ups. Converting them to a percentage of the population puts Dark Earth 1960 close to the USA in 1952/53.

There was no call up/drafting of conscripts that year. It was then that the first overt aspects of the Cold War kicked in and postwar conscription laws were passed.
