Given the relatively poor condition and state of the Iranian Army in 1988, I would almost certainly expect some Iraqi advances into Iran in 1989 in such a scenario.

Given the relatively poor condition and state of the Iranian Army in 1988, I would almost certainly expect some Iraqi advances into Iran in 1989 in such a scenario. Wich means more death and destruction on both sides and Iraq having to borrow more money from Kuwait.

The war was going very badly for Iran by 1988, so it wouldn't really have been able to continue much longer, at least not in a way in which Iran would be able to offer much resistance to Iraq. From Wikipedia:
