In our TL, Baja California had a population of less than 43,000 people as late as 1895! : en.wikipedia.org/wiki/1895_Mexico_CensusThus, I certainly think that 80+% Anglo (Non-Hispanic White) is much more realistic than 60% White. Also, though, please note that I am talking about the early and mid-20th century here. Indeed, Baja California's demographics can certainly change in favor of Hispanics and Latinos later on. Sure. That makes sense, but I would expect quicker than OTL Florida. Agreed. After all, Mexico certainly has much more Hispanics and Latinos than Cuba and other Caribbean countries have.

When do you think it might become a state, Porto Rico is a unincorporated territories of the United States and has way more people living in it then Baja California.

Or part of Arizona Terriorty California would be the best choice as it has the largest border with Baja California, it would be strange to have it being part of the Arizona Terriorty while being connected with California,
