Liège was nominally independent (the Most Catholic King could not just confiscate Church land), but it was in every aspect a protectorate of the Austrian-Spanish Netherlands. Just as the duchy of Bouillon, also nominally independent, was a french protectorate.

Just as the duchy of Bouillon, also nominally independent, was a french protectorate. So the Prince-Bishopric of Liège could change from a protectorate of the Austrian-Spanish Netherlands to a French protectorate just like the duchy of Bouillon you mentioned.

Bouillon was militarily controlled and the protectorate mentioned in the Franco-Spanish Treaty of Nijmegen. For Liège to become a french protectorate, it would take the same steps (aka military victory and diplomatic treaty).
