Without Hitler there will be no major rise of the NSDAP unless somebody fill the void of Hitler. If there is no NSDAP, it's more likely that a dictator would spring from the DNVP (old-style conservatives), and maybe a restoration of the monarchy. Wasn't the Hohenzollern royal family tainted by Germany's loss in World War I, though?

If that's the case, then it's likely we see something of a return to the status quo ante bellum with a focus on stopping the Soviet Union.
