That could work, but how would they acquire nuclear weapons? He could expand his empire or whatever he calls it be joining the allies and invading French Africa in some place, he will mine uranium ore at Shinkolobwe which in OTL was used for the Manhattan Project and sell it to the United states who in OTL bought more than 30,000 tons of uranium ore, this can be used to upgrade his country. That makes sense. Would he get ballistics from the US?

I think a possible POD could be that the First Italo-Ethiopian War of 1894 to 1896 where Ethiopia won is more harsh for Italy then it was in OTL, Ethiopia begin to look at Japan style of modernization with Emperor Menelik II decreeing that he want to make the Empire of Ethiopia the most powerful country in Africa.
