As the title says, What if Modern day West Virginia (2018) gets transported in china relatively near Hong Kong at the east in the Guangdong region during the Chinese Warlord Era (1922)?

As the title says, What if Modern day West Virginia (2018) gets transported in china relatively near Hong Kong at the east in the Guangdong region during the Chinese Warlord Era (1922)?
Well its going to have a significant industrial and possibly military base but how much of it can be maintained without significant problems would be unclear. Unlikely to be computer chips anything like the ones in widespread use in their computers they could produce for probably at least a decade for instance.
If they have a coastal position then that would give them more secure access to the outside world with which they can trade and communicate, even through being inland other than possibly along the Ohio river side they would lack any real port facilities and those would now be inland. Going to face issues with warlords, disease and climatic issues, such as sub-topical temperatures and possibly typhoons among other problems.
When they get any links with the 1922 world I wonder how they would interact with the rest of the western world, especially of course with 1922 US. There would be common customs and interests but also massive social and political differences. Would the US be willing to accept East Virginia shall we call it as a state and how many nationwide laws would it be willing to accept?
Anyway initial thoughts.
