So, I have seen the claim advanced several times that the early stages of the industrial-technological revolution, while time-coincident, or shortly after the enlightenment and modern scientific revolution, were not crucially dependent on the latter, but were rather mainly independent mechanical and engineering feats, not relying much on altered universal theories.
Therefore, my challenge to you is to hold back the scientific revolution, its refinement of the scientific method, rigorous tests of experimentation and hypothesis testing, and systematization of knowledge of the physical world by a couple centuries, while still advancing industrial production and machine technology up to mid Victorian “steam age” levels.
Can you do it, and how?
