Pretty much every culture concerned with the future of itself and typically with higher ideals among the population. I'd have expected rather pointing out specific cultures/religions as an answer.
Sorry, it seemed you were asking a general question rather than wanting specific examples. I pointed out France was an example of this, from 1920-1967 they banned contraception and anything deemed as Anti-Natal propaganda. Sans a short period in the 1930s as a result of the Great Depression and political instability, France consistently had above replacement fertility rates and reversed it's status of being a stagnant demographic nation held in the 19th Century. On the Far Left, Stalin followed a similar policy from the late 1930s until his death and Hitler did the same in Nazi Germany as a Far Right example, taking Germany from 1.77 in 1933 to 2.5 in 1940 before the War years erased those gains. The latter had a similar program in broad strokes as France; contraception was banned, as was abortion (Ditto Stalin) and Pro-Natal propaganda was pushed. In terms of modern cultures, I know you're a European, so I would point out the example of the Laestadians in Finland. In the United States, which I know the most about from my studies, there's numerous examples; regular worship service attendees (I.e. once a week or more, of all faith groups) have above replacement fertility. "Sometimes/irregular" attendance is about 1.8-2.0, so below replacement but much better than the overall national rate. You can also sort it by political groups as well, but I'd rather not go down that rabbit hole given this isn't chat lol.

So or so: Even if some cultures are better re: fertility than other ones, this is missing the elephant in the room.

Which is? I'm not sure what you're referring to/asking.

Which is? I'm not sure what you're referring to/asking. The bible may say "Be fruitful and multiply", but I still do think that's not good advice if a country is already overpopulated.

In so far as it relates to the thread context, population growth is directly tied to economic growth and innovation, with all that implies for the European powers being able to retain their control of their colonies for longer.

I don't think that's a 1 : 1 relationship. As in, 100% population growth don't mean 100% economic growth. Also, negative things may grow as well. As in crime or pollution.

Sure, but it's a pretty robust correlation. Crime or pollution does not necessarily increase with population, either.

I wonder if Gandia would have influenced the movements for colonial reforms that allowed freedoms and equality across the empires to all worthy subjects who were not black. I could easily see perhaps someone such as Woodrow Wilson supporting the freedom to be given to all eropians. this would be a trickle down effect inducing Semitic Middle Eastern people then Asian people and last place africans

Czar Nicholas III, ruler of the 20th Century Juggernaut that is Imperial Russia decides to take up freeing Africa as a way to weaken the other Empires his Kingdom contests against.
When he is adversarial to England He backs the Irish, Indians, Etc.
If the French give him problems guns get sent to Morocco.
Etc., etc.
