Let's say the ASB help PNG a bit and the inhabitants of the few cities that exist on the island don't starve to death. Instead, most of them transition to rural life. PNG is 80% rural subsistence farmers so st least those 80% should do fine even without ASB help.
What happens next?
For sure, some kind of government is going to persist on the island. It might split into several competing states or it might not.
There is also the Papuan army but it's tiny - only approx. 3,000 men out of a population of over 9 mln. I don't think it's going to play a huge role in the country.
While most of the country is relatively undeveloped, there's still a lot of technology and knowledge located in the cities. There is plenty of books in English and Tok Pisin and there are even some small universities in the country, so the question is - how much use are the Papuans going to make from all that tech and knowledge?
There is also the question of Australia - it's nearby so there's clearly going to be a lot of trade with it if not outright colonization bu the Papuans. Assuming the British arrive at roughly the same time, what kind of society are they going to see?
In general there's going to be a lot of population movement westward as well - in the direction of West Papua and later the Philippines and the Dutch East Indies - who do you think comes as the winner of the armed confrontations between the Papuans and thd Dutch/Spaniards?
