China, Russia, and aligned countries use an HTTP alternative for the internet

What if China, Russia, and aligned countries use an HTTP alternative, is it possible for China and Russia and their aligned countries to use an alternative to HTTP and HTML for their internet which would limit the contact of NATO with them.
