It looks very simple:
1. The Soviet Union has lots of oil 2. Japan needs oil after the boycott by the Anglo-Dutch started 3. Japan should have ways to pay for it. 4. They already were willing to make a non-aggression pact.
So what am I missing, since it didn't happen IOTL? Is it too expensive to transport the oil all over the Asian continent?

So the Soviets have to transport the oil from the Caspian area, during war with Germany, using a transport hub that is pretty non existent to supply oil to a country that is at war with the United States, even if the Soviets where neutral, the United states might remind them about Lend Lease they get and will get they do not find a excuse to not supply oil to Japan.

Other things not mentioned so far? a. NO PIPELINE until the Americans build one. b. No railroad transport fuel cars that can keep oil from curdling at -15 Centigrade until the Americans supply them. c. No fuel trucks until the Americans supply them.
