They only reluctantly accepted other white Europeans because the latter could develop the mineral wealth of their provinces and also could be taxed heavily. As such their unlikely to have attracted many groups or even individuals other than those involved in the mining. Plus any such Hispanics are likely to be Catholic while the Boers are pretty hard line Calvinists.
Not everyone in Boer land is rich, especially minorities. Various nations would bribe disastified Boers to come to them and help upgrade their tech. Mata Haris also will be utilized.

Napoleon is rich enough and have enough of a navy to get dozens of Boers to France to begin transforming his empire and army. France would have the best train system so they will not be beaten by Prussia or Russia
Ethiopia and Liberia are the only two nations to survive the Scramble for Africa. Any African or Pro-African Uptimers would go to these two countries to help them prepare and expand their territories. Ethiopia is much less hostile to foreigners, they love Russia, and is not a mess compared to Liberia
Brazil would benefit since any Boers, especially Hispanic ones, it gets would warn them of the future and help the soon-to-be independent nation out so they don't become poor like in Real Life. They will ban slavery much earlier and promote Asian immigration.
British Dominions are different from their Protectorates/Colonies having self-autonomy and other perks. The Boers easily become a Dominion allowing them to maintain their autonomy
The US would certainly get a few Boers and GREATLY benefit from the new knowledge. No Civil War as they simply buy off the slaveowners to get their support in banning slavery. New tech allows them to Industrialize quickly and prosper post-slavery.
I feel bad for Mexico and the Native Americans since the US achieves Manifest Destiny much earlier thanks to Gatling guns, revolvers and Bolt-action rifles. Mexico and Central America are fully annexed by the US
A few Boers can go to Japan and get an audience with the Tokugawa Shogunate. Japan Industrializes much quicker in this Timeline and has more advanced weapons which it uses to conquer Korea and parts of China much earlier.
Qing China's much earlier and much more one-sided defeats against the Brits and Japanese force them to attempt Industrialization and Westernize their armies. It has to be slighty better or incredibly succesful compared to what they did historically, basically nothing.
New farming techniques greatly benefit Australia and New Zealand's population. They do become British colonies much earlier so they can dump the Irish there rather than let them starve to death.
Japan expands heavily into Siberia and attacks Russia much earlier resulting in an even more one-sided victory than in history. They take more territory from Russia than in OTL. The early Japanese population boom allows them to colonize their new lands.
While many 19th century problems are solved others are simply accelerated to the forfront. Prussia, Austria, Russia and the Ottoman Empire begin Industrialization with all their effort to either gain international power or hold it.
WW1 happens sooner with more nations involved, more soldiers and much more advanced weapons. Circa 1920s tech in the beginning then upgrading to 1930s by the end of the Great War.
I don't think WW2 happens because Nukes are invented before it can happen and because this version of WW1 is just so much more brutal and horrific. So it is bypassed into an Alternate Cold War. Socialisn, Capitalism, Secularism, Liberalism, Authoritarianism, Theocracy and other Ideas battle each other in the early-20th century.
The bad news is that Earth has 8 billion people by the 1990s. Good news is that there are colonies in the Moon and outer space. Atheism is dominant, especially among the space colonists. Humans live on average 200 years and are very prosperous.
South Africa is the technological center of the world. It is where Time-travel is discovered and mastered. Realizing just how beneficial the accidental dumping of the Boers into their Timeline was they decide to do something VERY radical.
The Humans of 2022 send a mighty army to another Timeline-Earth still in its year of 1700. Their advanced soldiers/peacekeepers arrive to 'liberate' the primitive humans and institute VERY PROGRESSIVE reforms in the 1700 Earth
Basically, War of the Worlds/Earths. More advanced nations send their young, single male-soldiers/workers to past-Earths to conquer and uplift them. Similar to the Conquistadors but no slavery or religiousness.
