Well that would have interesting effects on politics in Britain and around the world. Knowledge of the impacts of Thatcherism might cut short her time in power. On a wilder scale news of the fall of the Soviet empire would be huge news as would the development of much of eastern Asia.
I wonder if 1999 Scotland would seek to claim independence despite the results of the poll rather than be under Thatchite Britain? They would have a case given that they had a totally different electorate compared to that in 1979.

And wouldn't the big tech knowledge, economically speaking be phones and the net? I'm sure someone in Scotland has the technical knowledge and/or information required to jump computer science right up there. Twenty years, is.... I think doable. The big question is, how does the Soviets respond? THEy now have foreknowledge of their losing the Cold War...if nothing in changed. Also, the US election presidential primaries are in full swing. The foreknowlege of the 80s economic upswing, and massively increased debt, and WINNING the Cold War, will all be massive issues, immediately.

Good questions. The Soviets have a hell of a problem. The establishment will publicly deny events reported and it could be that some figures such as Gorbikov and Yelstin will have sudden and probably fatal health problems but its going to highlight their ongoing failures like nothing else. What they do, especially with possible events in the US could be a big issue. Also news that many areas are going to become independent of both the Warsaw Pact and the USSR could cause a lot of unrest and/or repression.
In the US I fear that Reagan will get an even bigger victory and be encouraged to push further than he did before. Deskilling and beggaring the US economy even faster than OTL and be encouraged into even more rashness with regards to the USSR, which with the idiots in Moscow being scared could get very nasty, potentially for everybody.
Its too late for the current election of course but finding out what a cluster-f**k Thatcherism proves to be might curtail it in the UK before it can do too much damage. Plus for Britain with foreknowledge we should be able to avoid the Falkland's conflict.
Not sure how China and the EEC/EU would react to news of events to come. Chinese leaders will probably think their on the right tracks without realising some of the issues to come. Some in the EEC could get too bullish about ever greater centralisation and that might prompt some reaction. [Although again people don't know how far things will go as they might have from a 2022 viewpoint.]

Gary Webb's story ensures Reagan NEVER BECOMES President! In fact, he and the CIA should be afraid for their lives. The African-American Community would be LIVID at the Republikkkan Party. Between the Failure of Reaganomics, Worsening US Economy, Automation, Internet killing jobs and Future US Drug Epidemics there won't be as many immigrants to the US More immigrants would go to Canada, UK and Scandinavia. Expect lots of immigrants from Hong Kong. It would feel weird going from 8-bit Games and 80s Anime to early-3D almost overnight. Video Games/Anime/Cartoons become more popular much earlier, causing a huge increase in Secularism/Liberalism The various Xeno series (I just played Xenoblade Chronicles 3) are VERY anti-authoritarian/religious On the bright side, MCU + Nirvana/Foo Fighters!!! Hopefully Scottish mental services can help Kurt. Wish it would help Bob Ross, George Carlin, Mister Rogers and others live longer
