Borders are like those of 1618 but with modern tech. This includes Russia and the Ottomans. No nukes for France and UK.

Basically you mean 1618 gets modern tech but Britain and France don't get nukes. Initial result is that Russia wins after nuking anyone who gets in their way. Although their possibly at their weakest in a way in that their in the final stage of a war with Poland which sees the latter gain more territory from Russia. Even so their defeated an attempt to place a Polish king on the Russian throne and with a monopoly on nukes their got an huge edge on everybody else.
