I think Xinjiang and Tibet could also work in the Russian Empire as the Tsar could partner with the Dalai Lama with his Buddhist subjects.

Actually, I think it could mean that Russia would have a more monopoly of Gas and could delay the Union's collapse.

To be fair kasumigenx, could be referring to an earlier 'incarnation' of the Dalai Lama. However if we're talking at the time of the Czars Tibet coming under Russian influence, let alone control would not only upset the Chinese but also the British as they would see it as a serious threat to India.
On the other hand Imperial and Orthodox Russia could seem a lot less welcoming to the Tibetans than their fellow Buddists in China or the British, who tend to be more religious tolerant.

I think the Czars would have more control over the Mongolians if they acquire Tibet.

By the way, I think the rest of the Chinese who were not expelled to China might be counted as "Dungans"/Huis just to keep being expelled and Russified at the same time. Why would they be expelled. en.wikipedia.org/wiki/Deportation_of_Chinese_in_the_Soviet_UnionProbably we might get an extension of this, but in Xinjiang. Given Stalin being Stalin, he might either extend the Chinese repressions to Xinjiang, or not, depending on political expediency.
