If the Chinese people decided to restore the monarchy in the 1930s or 1940s and, a Qing pretender was not chosen.
Would we see a new dynasty proclaimed or could a Song or Ming descendant take the throne. If an Emperor is chosen from the latter two Imperial lines, are there any notable claimants within the time period?

If it did happen, and I suspect that boat had sailed, at least for the period given what happened to Yuan_Shikai attempt to make himself emperor in December 1915, I suspect it would be a new dynasty. The Qing would probably be unacceptable as foreigners and with too recent an history of failure and humiliation and I think the Ming, let alone the Sung are too distant. Other than the resurgence of the Han after a short usurpation I'm not really aware of any deposed dynasty that made a revival, especially not after several centuries. Think it would be a more successful Yuan type character. However there would be considerable opposition by the republicans and also probably assorted warlords who might be embolden to consider a move for the throne itself.

Yes the Walrus like Yuan Shikai wheezing up the stairs to sit on the Dragon throne always comes to mind, and there have been several what if timelines built around that possibility.
Like you I think a new dynasty is likely with at least some ties, however tenuous, to the Ming dynasty.
Here's a comment from the other Board.
"Hundreds of thousands of Chinese count Song and Ming emperors among their ancestors, but it was the Ming who attracted the most appeal because it was considered an idealised era in Chinese history given it was the last Han Chinese dynasty to cement its rule over the country. The Yellow Sand Society would be an example of a relatively powerful peasant movement that remained active until the early days of Communist China. But they were poorly organised and their armed uprisings dispersed whenever they encountered more powerful forces. Monarchism wasn't really their main focus either, although they backed claimants (mostly Ming Dynasty claimants).
In general it seems most Ming Dynasty claimants/imperial claimants in general are associated with peasant movements, and thus lack organisation to seize power. However, some intellectuals desired the Marquis of Extended Grace (a descendent of the Ming Dynasty) to be installed as Emperor, although greater calls were given for installing Confucius's descendent as Emperor."
