Depending upon date of ISOT it could be a massacre of the German right wing or a scramble of whats available to stave off defeat - essentially a RAF mission though that might just be whats needed to stop the Germans.

1913 Austro Hungary to 1866. 1913 Germany and Japan to virgin Earth. A-H to 1866 could be quite interesting in regards to how much it will dismantle Prussia following its defeat - and the Italians! Also it won't neede Nap III to interfere. Bismarck going is an absolute. It A-H decide to run amok in North Italy Nap III will be very unsettled.
Germany and Japan of 1913 will both need food stuffs - Japan also coal, iron and chemicals though the latter might not be such an urgent matter as there is nothing to fend off. Germany will need a settler programme for OTL Russian Poland to go ahead and if possible some more fishing trawlers to stave off the worst.

Good point. If its to the same date each year and WWI is already under way then its at least August and in Aug 40 Britain is rather depleted in ready military forces. Although possibly the 1914 BEF is already in France?
Mind you Britain still has a huge tech advantage, not just in military matters. Things like scouting and communications as well as simply knowing what the Germans did in 1914 would be a huge boost. Plus while there would be problems in the short term projecting the 1940 RAF to France could be an issue even a Battle bomber would be stunningly efficient against a 1914 German army on the march.
If its literally 1940 Britain - or the UK which would include N Ireland then what would be the status of Ireland?
The HSF would be very badly hammered if it came out to play, although not sure how much of the 1940 RN was based in Britain.

Given how reliant 1913 AH was on Germany I wonder what its reaction would be in this scenario. There could be some seeking to crush Prussian ambitions for good while others arguing they would need a strong Germany to help them against the other great powers. [While AH would have a tech lead for the moment anyone who knows the state of AH could be concerned how long that would last]. Plus while the Germans in Austria might welcome the idea of carving a new German empire with Vienna at the helm that would probably worry just about everywhere else.
Again there are the issue of borders. 1913 AH includes some territories in the Balkans than the 1866 versions doesn't have while what's the status of areas of 1866AH that were lost by 1913, i.e. some territories in Germany and the Italians provinces - although it may have just had the Venice region by 1866 IIRC.] Ditto with the exact dates. If the ISOT occurs after the Prussian invasion of Bohemia then their just lost a large proportion of their army.

How much new stuff does the 1453 AD Constantinopole bring to 400 AD? I guess the knowledge of paper and gunpowder but what else?

The big things would be the information of future events, which are likely to go down like the proverbial lead balloon and the chaos caused, especially if it means the emperor has gone, along with much of the bureaucracy that ruled the empire.

Very true. Although your also got the issue that OTL E Germany and also the lands lost to Poland and Russia in 1945 have now replaced both eastern Germany and all of Poland. As such there are a hell of a lot of nukes in those territories, albeit mostly under some form of Russian control, other than those in Ukraine and Kazakhstan. Plus Nazi Germany have lost their capital, much of their leadership and all of the forces preparing for the invasion of the USSR, along with a fair number of other units.
The rump Nazi state and its allies in Italy and Croatia are likely to be in for a very rough time. What attitude 1992 Russia takes to the western powers and possibly also China are unclear but vital to events to come.

Well no St Petersburg here and both Sweden and Russia get a beating, at least in the short/medium term. Finland would probably includes all of Karelia, the OTL St Petersburg area and possibly also Estonia and parts of northern and eastern Sweden. I'm not sure whether they would want to push much further as they probably don't want to include too many people who can't be easily absorbed. Might also push into parts of Northern Russia where there might be suitable populations of Urilic languages which would also deny Russia Archangel as well as Murmansk and hence isolate them further. Possibly they might seek to establish some protectorates on their borders as buffer states.
Whether they would intervene in the War of the Spanish Succession I don't know and whether that would be against Louis XIV or to try and persuade the warring powers to make peace I couldn't tell.
In terms of Sweden since he seemed fairly fanatical and lead from the front much of the time Charles XII are likely to be dead fairly quickly and Sweden will be forced to accept Finnish independence but whether this would mean a more general carve up of the Swedish empire with Denmark and Poland/Saxony gaining territory as OTL I don't know. Since the war ends fairly quickly and dramatically one way or another it probably means that Sweden doesn't lose lands to say Prussia, which leaped in towards the end but its possible that those German territories might end up under Danish rule. Unless Charle's successor is willing to accept Finnish independence pretty quickly in which case the Finns might stay neutral or even slightly pro-Swedish - especially in any Russian state tries going for the Swedish Baltic provinces.
