That's in all likelihood a wise choice. To take the thread back to a less...morbid direction, 'WI Committing Crimes Made Perpetrators Experience Physical Pain?' What crime will result in the Perpetrators Experience Physical Pain? Anything, from running Ponzi schemes to committing murder. I see the opportunity for corrupt and/or iron-fisted government(s) to take advantage of this (i.e. Saudi Arabia), by making it physically agonizing to dissidents who are looking to change things.

Ah yeah, I forgot about violations of international law. Even though pro-freedom populations might suffer, perhaps the physical discomfort also experienced by those nations' leadership will give them reason to change accordingly. I wonder if North Korea would see reason to reconsider how they run things.

That would depend on who/what decides is a crime. After all there are a lot of excesses such as in Saudi and too many other places which might be dubious under international law but are legal in those countries. A lot of places where certain religious or other beliefs are illegal, similarly homosexuality, abortion birth control etc are illegal etc.
Also with the basic idea there is a moral issue. For instance how bad is the pain and does it vary depending on the 'crimes' severity - in which case who decides on the severity? Also how long does the pain last and if the criminal confesses and/or pays in some way for their crime does it end? Be pretty nasty if your in agony for the rest of your life, especially if its only a crime for local cultural/political reasons or say your stolen some food because you or a family member is starving for instance.
Also I presume this power actually affects criminals rather than people found guilty of a crime. Would be very bad if your actually innocent but found guilt for whatever reason and as well as the frustration of being wrongly imprisoned you find yourself in constant pain. On the other hand if only the guilt were affected its possible that some sort of scan to detect whether someone is in pain could tell guilt or innocence. A modern form of the old trial by ordeal in a way.
Anyway initial thoughts on the idea.

That will be a shock but better than having World War III begin. On the one hand, the communist bloc has become a realm of anarcho-capitalistic chaos. On the other, at least the Western World's great enemy has dissipated into a disunited frontier.

I would assume they will act surprise in some cases and in shock in other cases. Some would be flattered, others vexed and perhaps even driven to lobby for Article 13-esque legislation of this so-called "internet" from the 21st Century. Which artists would fall into which category, I don't have the expertise to say.
