Well he died in 1979 so even with access to Bush's memories he's a decade behind the times and there's been a lot of social and technological change. Also he's not an experienced politician or diplomat and notoriously something of a gung-ho nationalist so this could make him a distinct loose canon. Although having a quick look at his wiki entry he was a supporter of the return of the Panama Canal Zone to Panama unlike many Republicans at the time and put nationalism above party.
Given the date I would say he would definitely support intervention against Saddam's invasion of Kuwait and could well argue for the advance to continue to Baghdad. Which might succeed but could also split the alliance built up for the war - thinking especially a lot of conservative Arab states would be against it. Not sure whether a removal of Saddam would be more successful than OTL but it would depend on the circumstances and how willing a Wayne lead US would be to real governmental reform in Iraq as well as the resultant international diplomatic fall-out.
