Every stone, because if so, a lot of people are going to die when their houses collapse i think. Ooh...good point. I suppose that to amend this, only rocks just sitting around in the wild or something like that undergo the transformation. Also you break a couple of teeth of people i guess.

Then perhaps the transformation should only apply to scones that people don't have near their mouths yet (which solves that problem).

Zyobot , Depending on what your defining as a stone but you could see - at worst - a large part of the Earth's crust suddenly and drastically changing its physical properties. Could be a lot of subsidence as stones - if meaning rock foundations are now a lot less stable. Also if its the entire crust or large parts you could see a lot of volcanic activity as assorted hot spots are burning their way through scones rather than being restrained by stone.
Possibly if you define stones as loose bits of rock of a small size that would exclude most larger structures so could avoid a lot of the above problems.
On the plus side it does mean, that for a day or two at least there is a lot more food available in much of the world which would be useful in some of the poorer parts.

Alf Landon, for example, lived until 1987--which was a few years after 1964 Barry Goldwater, 1972 George McGovern and 1984 Walter Mondale lost in spectacular fashion. So unless he lost his marbles long before then, I'm sure he'd have known their pain (due to how badly he lost to FDR in 1936 and all).
