Filipino pop culture rests on two things: Tagalog language and English language songs. Problem with ethnic/traditional modern Filipino music is it is very niche. Comics, it can survive if Marcos wasn't that dumb in economics. Basically it is the Filipinization of American comics because comics writers look to America as inspiration, and most cultural imports in the Philippines are American.

IF we're going with a PoD around the Philippine-American War where Aguinaldo dies, we might end up with a Philippines that is more or less a Japanese or German client state. The result would have been that ATL Philippine culture is more or less influenced by German or Japanese culture of that time. We would listen to more classical music, or our music would be more influenced by Japan.
On the other hand, if we're going by the PoD around Claro Recto's survival, then we could have a potential revival of Spanish as a unifying language. This would probably translate to better soap operas that are made by more competent people. Heck, there could also be a strong comic culture that takes inspiration from both post-war American and Japanese art.
