The last Emir of Bukhara died in 1944, after his country was absorbed into the new Soviet Union in 1920. After the fall of the Soviet Union the former Bukhara territories were absorbed into Uzbekistan & Tajikistan.
My question is how could we get an Emirate of Bukhara to return to the international arena, or one of the descendants of the last Emir ruling a constitutional monarchy within either Uzbekistan or Tajikistan.

The only good thing about the Emirate of Bukhara is that it isn't ruled by a Genghisid, as opposed to the Khanate of Bukhara. However, the potential candidates to take up the Bukharan throne have all disappeared.
Unfortunately, the demarcation of the borders of Soviet Central Asia meant that the Uzbek and Tajik areas have been carved out into separate republics. You'll have to go back to the 1920s to prevent the Soviet conquest of Bukhara.
