This was prevented by the existence of Duchess Anne Beatrice of Modena because the marriage of Anne Beatrice to Umberto I made a peaceful transfer of Lombardy to Savoy-Piedmont possible while Venice, Friuli, and Trentino remained part of Austria.
The alternative to this was the French who wanted Savoy and Nice, during the Risorgimento the Italians annexed Corsica, Sicily, and Southern Italy from France with Austrian help.
After the collapse of Austria in WWI, Venice became independent with Trentino and Istria and the country became a target of Italian irredentism even in the present although it has lessened.
What if Anne Beatrice never survived and Victor Emmanuel I married Margaret of Savoy.
Anne Beatrice has her own problems, the marriage caused Italians to have a claim to Britain, which resurged the Jacobite sentiment in Ireland.

This will mean a different set of alliance in the italian penisula and a different set of politics in Wien; the marriage was part of a diplomatic offensive to bring italian nationalism under the Habsburg fold as someone in the court finally understand that acting like the napoleonic war had never happened and trying to mantain a perennial absolute control of their italian puppet states were to expensive and too problematic and having an allied/satellite nation instead was the long term better solution. Sure the alliance was not a great love affair and more a realpolitick matter and many time Wien thought that can dictate politics to Rome and received her fair share of blunt answer, but in the end brought italian unity and a certain political and economical stability in the zone. No alliance with Austria mean that a patnerships with France will be searched as there were hardly other place to going
