I think that the Osorio could have also been a good fit for any Latin American nation that needed the tanks, but couldn't afford the expensive Western tanks, or get a lot of flak from the US for accessing Warsaw Pact surplus tanks. Mexico does not operate any tanks, so the Osorio would have been a good fit for them.

Which is always a death kneel for any aspiring local defense industries like Brazil, which would have also been a regional leader in tank design in Latin America.
