Absolutely. What should have been done in Iraq in 2003 (other than, y'know, not invading) would be doing what was done in Germany, where much of the Wehrmacht was allowed to join (and even lead) the Bundeswehr, and as such was given a chance to participate in the new political order. It's hard to stomach, morally, but practically its record is a good one.

Of course those with not much blood on thier hands, also like the SS being not allowed to join i would assume this also will apply to the Republican Guard and Fedayeen Saddam .

Definitely a factor which was being mentioned some time before 2010 IIRC. Maliki very likely didn't help so he was a bloody poor choice by the US although it depends on who knew what at what stage in terms of his character defects.

We saw how those Abrams and several American equipment fell to the hands of ISIS. A big middle finger to the American taxpayer.
