Bill Clinton was beset by scandals in his 92 election campaign. Let us suppose he withdraws. What other Democratic candidate wins the nomination? Can that candidate beat Bush 41?

Not sure who it might be but provided they don't make too much of a hash of things a Democratic victory should still be quite possible. The Republicans have been in power for 12 years so there will be a desire for change and Reagan was pretty controversial with his own scandles while his excessive spending and tax cuts had greatly increased the deficit. Coupled with the collapse of the soviet empire prompting a desire for less military spending and better relations with the new states in eastern Europe including Russia.

I was wondering whether Bob Kerrey ( en.wikipedia.org/wiki/Bob_Kerrey ) was a plausible candidate should those scandals force Clinton out late and there was no time for anyone else to jump in on the democratic side.

How late in the campaign we talking? My 'late' would be considered by others early, to be fair. Between the infamous 60 Minutes interview and Iowa/New Hampshire. Gennifer Flowers and draft dodging revelations sink him in that window of a few weeks.

Probably Paul Tsongas then, as he was the early front runner, and he fails to beat Bush; he lacks Clinton's charisma and Southerner connections.
