At the North Tower of the World Trade Center collapses in a huge plume of smoke and dust, the nation of Afghanistan from the same moment on 9/11/1981 arrives in 2001. The 2001 Afghanistan is *not* swapped in time, it is merely temporally replaced by a copy of 11 September, 1981, Afghanistan.

Well we killed Bin Laden of 2001 and replaced him with one who is fighting the Soviets in Afghanistan. Even though he’s not yet the same terrorist mastermind as his uptimer counterpart yet, could Dubya order a drone strike(s) against him anyway, likely in the name of “preemptively preventing terrorism” or something like that? Because if so, I fear that such strikes would frighten the locals and potentially kill nearby innocents to the point where he gets the opposite effect. That is, more terrorism committed by an angrily radicalized populace that isn’t even from 2001, but is getting drone-bombed by the US anyway.
