Even then I would assume the LW would loss the Battle of Britain, ore am I wrong. Given what's being reported in the thread I could see FC being forced to withdraw from the 11th Group sector and its bases so likely Goring and the regime would claim a victory here. However as I say an invasion would fail, probably fairly disastrously for the Germans. If they didn't come then I could see a continued war of attrition that would eventually force the LW to withdraw. Simply by bombing London by day their giving FC more time to respond while the Me 109's have very little time to operate that far north. Plus damaged LW a/c have further to go to reach safety or even the channel so their manpower losses are likely to increase significantly. As such its costly for both sides but the greater production in the UK and training of pilots plus the home advantage is likely to make it worse for the Germans.
This is of course ignoring that at some point the LW will have to withdraw to rebuild itself as best it can before Barbarossa. Ore Italy starting its invasion of Greece wich also will draw LW assets in the future.

That's another factor although the Germans only got involved after Britain did, in large part because of Hitler's concerns about securing Romanian oil. Before that the Greeks had performed spectacularly and occupied sections of Albania but they were probably running out of steam and men given the huge discrepancy between them and Italy in terms of total manpower.

I was a bit puzzled by the term "special purposes ship" so looked the two up on Wiki and they were both termed Ocean_boarding_vessels, to be used "purpose of enforcing wartime blockades by intercepting and boarding foreign vessels." Seems a strange role. The list includes one famous vessel, HMS Audacity, which was actually the 1st ship converted to an escort carrier and had a short but successful career.

Should this be $5 billion or some other figure as $5 million wouldn't pay for a single battleship or more than about 25% of one at 1940 prices? Or is this possibly a figure just for drawing up designs, calling for bids or something else in the procurement process?

Definitely. However you have the Italians withdrawing, which suggests a retirement westwards back into Libya and the British laying mines in front of them to delay them, which would imply British forces were between them and their base. As I say if it was the British withdrawing and laying mines to delay the Italian advance that would make sense to me and is the sort of thing that happened as the British forces gave ground. However as worded it sounds wrong.
It could be the Italians are regrouping after getting lost and that might also include a withdrawal westwards. However then the bit about British forces laying mines in front of that retreat? Unless possibly its that the Italians are still generally on the advance - which I think they were - and the reference to mine laying is in relation to that and unrelated to a regrouping of elements of the Italian armour?
