There are multiple arcane and conventional methods to do so, but the most salient point here is that they openly and visibly choosing not to. Their non-inclusion is a message.

I would imagine there are plenty of conventional methods could the allies pointedly not using nuclear weapons be potential for future policy regarding the Beasts to the East? Much like Détente in the 1970s, or is it more of a moral high ground decision? Comrade Dave.

You are close to the mark. Their non-inclusion is a demonstration to the Soviets that the Western Allies/NATO (the name hasn't been formally adopted yet, but they do like the sound of it) wish to show they can stop an enemy conventionally without even needing to resort to tactical nuclear weapons.
It isn't a concession or moral issue, but a psychological and strategic one. It aims to spur the Soviets into ever greater investments in military modernisation and expansion, constraining their currently booming economy.

As for their own general defence spending, Britain and the USA both have high levels due to the Vietnam War, but they are half that of the Soviets. The British are keen to reduce their expenditure, but run into the confluence of events; however, the second half of the 1960s sees considerable growth under the Barton Labour government.

Just to clarify please. By this do you mean economic growth, which would reduce the pressure on the economic of heavy military spending, or of military spending itself, or both?

All good. Stanley Barton’s overall economic policy, as outlined in Never Had it So Good, is to try and encourage growth and industrial modernisation. He does have a goal of increased defence spending in some areas, but offset with savings in others. The policy of eliminating the National Debt is both supported by many and viewed as controversial.

Yes. Warhammer called for the deployment of all 12 reinforced divisions of the British Army of the Rhine along with the Guards Division and the Light Division from the Imperial Strategic Reserve. It is part of the testing and experimentation process for the post-1961 Defence White Paper British Army and has a fair few more changes to go through.
