It's not confirmed if there was a war, no one mentioned. Also, what happened to Busan? It seems to be forgotten. Well i doubt we would see the women ore little girl make a cameo, but it would be nice if they did. Seems that Busan fell after some time most likely. Perhaps your theory of Jeju Island being the last haven for the Koreans is correct. Japan could not accept refugees because they are overpopulated and I doubt the Chinese, Taiwanese, Russians, and the Filipinos would do so as well.

Maybe they'll allow to pass or refuel but not to permanently base. Nearby Japan already hosts the U.S. Navy. There have been USN visits to Vladivostok since the 1990s.

After checking the movie it seems that North Korea is still intact using its massive artillery presences at the DMZ to prevent being over run.

So North Korea wasn't infected? In the Movie verse it seems it used it massive armed forces located at the DMZ to destroy any zombie threat, ore that is what i think. Good article about North Korea’s other threat

The recent COVID19 case in NK, shows that NK would probably be hit, especially if South Korea had collapsed in some hours.
