Well North Korea has the best border defense with the DMZ, as long as they do nothing stupid like invading South Korea then the are fine behind their heavenly defended border.

I'm guessing is the North Koreans won't invade until the zombies have died out. Invading at the height of the outbreak would alarm China and Russia since that might cause the Infected to spread out beyond the peninsula.

Can both the Russians and Chinese keep North Korea under control, maybe Kim Jong-il comes with the clever idea to launch what he calls a Anti-zombie operation into south Korea, doubt the South Koreans will not be able to do much as they have problems enough to deal with.

The POD is July 2016 so it's already Kim Jong Un. In 2016, we had Otto Warmbrier getting imprisoned and the upcoming nuclear test. The Chinese would be warry of the zombies crossing so I guess they'll blow up the bridges along the Yalu. Plus, the zombies here resemble the 28 Days Later-type, those that will die without food (they do not eat as well) and those that drown in water. My guess the PLA will overthrow Kim if the KPA proceeds with their land invasion of the South. Too risky of the virus leaving the peninsula. The ROK Army along with the USFK would probably be on the defensive, being routed into safer zones while safe zones are established. Nonetheless, a KPA invasion of the South at the heigh of the outbreak will not be taken lightly by the international community.

Damm i would love to see some of the old North Korean Ilyushin Il-28 medium bombers they still have in service doing some napalm bombing on South Korean cities as part of a North Korean anti-zombie operation.

That or they could use their nukes. Either way, the U.S. would not standby and watch and will be wary of further North Korean actions.

But does the US want to keep the outbreak contained ore face the risk of retaliating against North Korea and thus maybe spreading the outbreak the entire Korean peninsula and maybe China.

The U.S. and the rest of the international community would want to keep the outbreak contained in Korea similar to how Britain was quarantined in 28 Days Later and 28 Weeks Later. Should they retaliate against North Korea, they can use their B-1s, B-2s, and B-52s along with U.S. Navy destroyers, cruisers, and attack submarines.

So would China allow a UN anti zombie force at its border with North Korea.

For the sake of the virus not spreading, I could see the PRC taking part in the UN led force with its own terms and conditions.

That could lead to mistakes as China most likely want to keep the UN force to a minimum, also the North Korean refugees that want to cross the border which might lead to outcry from some UN member nations who feel China must open its border to North Korean refugees who either flee the zombie outbreak coming from South Korea ore if North Korea decided to invade South Korea from the US-South Korean retaliation that will most likely follow.

Another issue here is if the DPRK unilaterally decides to use nukes to contain the outbreak. That would be met with a harsh U.S. response.
