By this, are you referring to a Pokemon with the combined powers and attributes of every other Pokemon species all rolled into one?

Plus if he has the ability to use the force as well as his manipulative abilities its going to be very bad for humanity. Assuming he does have FDR's memories. FDR could be manipulative and dishonest he definitely wasn't evil and generally did what he thought was good for the US.
Of course the other issue is when this occurs?

Very true. Would the force be able to extend his lifespan considerably or even restore his health? Given how secretive FDR was about his polio and the resultant problems it wouldn't be too difficult to hide a full recovery from the outside world - although Eleanor and their children could be a different matter.
Without the stress of OTL war and with force abilities he would also be likely to last a good bit longer than OTL 1944 even without a "cure" being discovered for his polio.

And his body is restored to the point where "FDR" is about as healthy as a typical fifty-nine to sixty-year-old man. That said, Dark Side degradation may take hold of him eventually, meaning that his physical appearance--even if not his actual capabilities--end up distorted by the Force. As far as when Sheev Palpatine gets inserted into him, I'd say that the former from after dying in ROTJ wakes up in the body of the latter a day or two before Pearl Harbor is bombed. This time, he'd probably actually let the attack happen (as opposed to the uncertain conspiracy theory that he did). Regarding how he reacts to other world leaders as soon as he comes to terms with the comparatively primitive '40s society he's been sent to, he'll probably treat the likes of W. Churchill and other W/Allied statesmen as pawns to deal with later. J. Stalin will no doubt be a future threat to...remove after the war, but would likely still be needed to crush the Axis Powers. As for Der Fuhrer himself, "FDR" wouldn't find him repulsive considering the Galaxy-spanning atrocities that he committed in his previously life (though he may be baffled at Nazi rationale for exterminating Slavs when they could potentially be put to good use). That said, however, A. Hitler--and the rest of the Axis Powers--are enemies all the same, and must be brought down with extreme prejudice if he is to rule supreme in this world. Though '40s America may not be a dictatorship so much as an executive-directed nation at the moment, its sheer resources and industrial might as an up-and-coming superpower make it far more dangerous to world peace than either the Axis Powers or the Soviet Union with Sheev Palpatine secretly at the helm. And knowing him, he'll find a way to subvert American democracy in order to secure absolute power.

Agree with most of this but in this position he will have to let it happen simply because he won't know about it until after the event. There is no realistic evidence that anyone in the US knew the Pearl attack was coming. They suspected some attack on the European colonies and probably the Philippines but they were totally caught by surprise by Pearl.

Ah sorry. Not familiar enough with Star Wars to realise/remember precognition was a facility. That would give him some warning but how he would explain such an action in time I don't know. Also given the way the shock of the attack moblisied the US OTL and I think he might find a shock like that as a good tool to help in starting to undermine democracy in the US just as he used the Clone War to undermine the Republic in SWs. Which makes me think, would the force have enabled him to manipulate Hitler or other Nazis so that as with the Clone Wars he's got a measure of control on both sides of the conflict?

Good points to have brought up. If I recall correctly, there was something about early radar signs of a Japanese force headed towards America that got dismissed--only for it to have been completely real and resulting in Pearl Harbor getting surprise-bombed that same day. With "FDR" foreseeing the sneak attack ahead of time, I wonder if he could direct more personnel to the otherwise understaffed Aircraft Warning Information Center so that those on duty take that initial notice way more seriously and alert on-site forces that something hostile could be coming, so be ready for it. Turning the conversation to the whole of WW2 with S. Palpatine now involved, though, I don't know that he'd be able to vastly manipulate A. Hitler & Co. from that kind of distance with the Force. As far as I'm aware, much of his Machiavellian success in orchestrating the Clone Wars came about due to shrewd cunning and two-faced scheming, as he was secretly in charge of both sides of the whole war. As it applies to '40s Earth, that wouldn't be the case. Fortunately for him, however (but tragic for world peace and liberal democracy going forwards), he commands the most powerful military machine in human history with FDR as his body, so I still bet that the Axis gets crushed and the US emerges as one of the big winners of the Second World War ITTL.
