Who is getting which lands in this scenario? Well if we go by color we can assume that Alaska, Hawaii and California will become Japanese.

The text is a bit too small for my old eyes but would the red suggest British 'liberation' [i.e. occupation] of the east coast? In which case possibly green is now part of a Greater Canada and presumably Mexico regains some of its old lands in the south? If so blue is a buffer zone. There might also be a division of the rest of the US as the states east of but including Louisiana up to Minnosota seem a slightly darker grey, compared to those to the west. Although this is slight on the main map and does't seem to appear on the smaller one. Seems bloody insane assumptions given the political differences between fascist Japan and Britain by 1937, let alone the difficulty they would have in conquering the US but given the colour and the apparent strength of other powers at the time I can't see anything else that fits.
If I read correctly the New York city region is left as a free port for the rump US under international control? Which does seem strange if your assuming such a brutal carve up and especially since they still have the Mississippi valley, which would be more practical for the majority of the rump US.
Guessing this is junk propaganda by extreme isolationists rather than extreme interventionist?

Thanks for that. Says something about my eyes nowadays that I was still struggling a bit but can read it now.
It leaves the actual identity of the enemy alliance very vague, presumably to avoid fall-out from offended nations but the yellow has really got to be Japan and I suspect red, for historical reasons, is hinting at Britain. Also some of the comments are rather odd, such as for the blue area on the map.
